The Meeting was called to order by Mayor Streeter at 8:00 p.m.; immediately recessed in order to continue the Work Session; and reconvened it at 9:00 p.m.

Motion to approve the Minutes of the following Town Council meetings:  Work Session of February 21, 2005; Regular Meeting of February 21, 2006; Special Work Session of February 27, 2006; Work Session of March 6, 2006; and Regular Meeting of March 6, 2006.

Councillor McCann asked that the Work Session Minutes of March 6, 2006 be corrected to reflect his absence from, rather than his presence at, that meeting.

 9.     Communications from Officers and Boards Directly Responsible to Council 
 
Craig Zimmerman, Chairman of the Park and Recreation Commission, spoke in favor of certain aspects of the proposed Board of Education Budget.  He also voiced his concerns regarding proposed “cuts” in the Capital Projects Budget. 
 
When asked by Mr. Zimmerman, Town Manager Matthew Galligan responded that the “average” person paid about $5,700 in yearly taxes; and there could be a 3.2% increase in taxes—or about $200 for the average household. 
 
10.     Communications and Reports from Town Manager 
 
Saying that the Town has received “many” requests for permission to display “banners” at 4-Corners, Town Manager Matthew Galligan asked for two (2) volunteers from the Town Council to sit with him to form a “policy” for the display of these banners at this location.  Councillors Prague and Yagaloff volunteered to do this. 
 
The Town Manager then brought up the subject of a recent newspaper article regarding “mapping rising costs; and the fact that he “took issue” with the comparisons made between municipalities in the area,  After consulting with the Town’s Assessor, Charles Danna on this, Mr. Galligan provided an example of a condominium in South Windsor that had most certainly “increased in value”—going from $65,000 at its initial purchase in 1999; to $125,000 in January of 2005, and $147,000 in August of 2005.

BE IT RESOLVED that the South Windsor Town Council appoints David Peck to the Human Relations Commission for a term ending November 30, 2008.

A.      Resolution Accepting the Resignation of Maureen B. Discola (R) as an Alternate to the Inland/Wetlands Agency 
 
BE IT RESOLVED that the South Windsor Town Council accepts, with regret, the resignation of Maureen B. Discola as an Alternate to the Inland/Wetlands Agency; and thanks Ms. Discola for the time she devoted to this Agency and, as a consequence, to her community.

B.      Reappointment of Alan Larson (D) to the Park and Recreation Commission, and the Tabling of Same 
 
BE IT RESOLVED that the South Windsor Town Council reappoints Alan Larson to the Park and Recreation Commission for a term ending November 30, 2009, and hereby tables the same.

C.      Resolution Appointing a Town Attorney 
 
BE IT RESOLVED that the South Windsor Town Council appoints the law firm of Halloran & Sage, LLC, of Hartford, Connecticut to the position of Town Attorney for the Town of South Windsor; and 
 
BE IT FURTHER RESOLVED that this appointment will be for two years, and in accordance with the terms agreed to by the Town Council.

D.      Resolution Setting a Time and Place for a Public Hearing on the Proposed General Government Budget for Fiscal Year 2006/2007 
 
BE IT RESOLVED that the South Windsor Town Council hereby sets Monday, April 3, 2006, at 7:30 p.m., in the Council Chambers of the South Windsor Town Hall, 1540 Sullivan Avenue, South Windsor, Connecticut as the time and place for a Public Hearing to receive citizen input on the proposed General Government Budget for Fiscal Years 2006/2007.

E.      Resolution Setting a Time and Place for a Public Hearing on the Proposed Board of Education Budget for Fiscal Year 2006/2007 
 
BE IT RESOLVED that the South Windsor Town Council hereby sets Monday, April 10, 2006, at 7:00 p.m., Timothy Edwards Middle School, Room Alt. #6, 100 Arnold Way, South Windsor, Connecticut as the time and place for a Public Hearing to receive citizen input on the proposed Board of Education Budget for Fiscal Years 2006/2007.

Councillor Yagaloff asked if there was a process in place for submitting questions to the Board of Education on their proposed 2006/2007 Fiscal Year Budget.  Mayor Streeter said that any questions for the Board of Education that were requiring answers at the Joint Meeting of March 28, 2006, should be submitted to the Clerk of the Council prior to that meeting; and they would be forwarded to the Board of Education. The Motion was:approved, unanimously 
 
F.      Resolution Approving a $1,900 Reimbursement to the Property-Owner for a Sewer Lateral at 9 Arnold Way 
 
WHEREAS, the Water Pollution Control Authority, at its Regular Meeting of March 7, 2006, authorized the expenditure of $1,900 from the Sewer Capital Reserve Fund to reimburse the property-owner, Mr. Charles Duart, 9 Arnold Way, South Windsor for a sewer lateral

NOW, THEREFORE, BE IT RESOLVED that the South Windsor Tow Council hereby approves a reimbursement of $1,900 for a sewer lateral at 9 Arnold Way from the Sewer Capital Reserve Fund; said reimbursement to be paid to  
the property-owner, Mr. Charles Duart.

A Motion to Table this Resolution was made by Councillor Pelkey because of lack of information with regard to this reimbursement request.  Deputy Mayor Delnicki seconded the Motion; and it was approved 7 Ayes to 1 Nay—the dissenting vote being cast by Councillor McCann. 
 
G.      Resolution Approving the “Write-Off” of Taxes on Property at 9 Main Street, Lot 28, Because of Abandonment  
 
WHEREAS, there is an eviction at 9 Main Street, Lot 28, in South Windsor, Connecticut; and 
 
WHEREAS, the owner has abandoned all possessions and personal effects, including a 1967 Skyline Mobile Home located at the site; and 
 
WHEREAS, the likelihood of collecting taxes on this property is extremely doubtful 
 
NOW, THEREFORE, BE IT RESOLVED that the South Windsor Town Council hereby approves the write-off of $4,045.22 in taxes related to a 1967 Skyline Mobile Home on Lot 28, 9 Main Street, South Windsor; and 
 
BE IT FURTHER RESOLVED that the South Windsor Town Council directs Town Manager Matthew B. Galligan to adjust the financial records of the Town to reflect said write-off.

H.      Resolution Approving the Endorsement of House Bill HB5624 to Increase Bond Authorizations for the Clean Water Fund 
 
WHEREAS, Connecticut has fallen behind in its commitment to the State’s Clean Water Fund which is the primary means for funding wastewater treatment and sewerage projects in our state; and 
 
WHEREAS, the Clean Water Fund general obligation bond authorizations have been significantly reduced in recent years, and the present funding levels will only allow one in five projects to be funded this year, and only one in seven projects next year; and  
 
WHEREAS, without the increase in grant funding, towns may find it difficult to pay for projects, there will be delays, costs will rise for residents and businesses; and 
 
WHEREAS, the Town of South Windsor is currently in the process of upgrading the Town’s Water Pollution Control Facility and sewerage pumping stations and intends to finance said improvements through State grants and low interest loans; and  
 
WHEREAS, the Legislative Environment Committee has recently passed, unanimously, and sent to the Finance, Revenue and Bonding Committee HB 5624, which would provide $70 million in general obligation bonding for the Clean Water Fund: 
 
NOW, THEREFORE, BE IT RESOLVED that the South Windsor Town Council endorses proposed Bill HB 5624 to increase bond authorizations, and requests that members of the Finance Committee renew Connecticut’s financial commitment to the quality of our rivers and Long Island Sound and pass HB 5624.

I.      Resolution Approving a Refund of Property Taxes to Sixteen (16) South Windsor Taxpayers 
 
BE IT RESOLVED that the South Windsor Town Council approves a refund of property taxes to sixteen (16) South Windsor taxpayers, the total of said refunds being $18,187.09, and as more fully described in attached Exhibit A.

18.     Passage of Ordinance  -  None 
 
19.     Communications and Petitions from Council (Continued)   
 
Councillor McCann, referring to the provision of “defibrillators” to public buildings, and noting that the High School and Timothy Edwards Middle School were the only two schools to receive them, requested that defibrillators be deployed to the elementary schools.  Councillor Pelkey said that he had heard that the Philip R. Smith Elementary School had conducted a “fund raiser” for the purchase of this valuable medical aid. 
 
Councillor Pelkey asked the Mayor to recommend David Peck, an Unaffiliated Voter, to the Republican Town Committee for its appointment to a Board and Commission.

21.     Executive Session – To continue earlier discussion regarding pending litigation; 
eviction notice; and personnel issue 
 
A Motion was made by Deputy Mayor Delnicki to return to go into Executive Session to continue discussion of pending litigation and personnel issues.  The Motion was seconded by Councillor Pelkey; and approved, unanimously. 
 
 
22.     Motion to Adjourn 
 
        Mayor Streeter announced that the Town Council Regular Meeting would be adjourned immediately following the conclusion of the Executive Session.
