1.      Call Meeting to Order

Mayor Streeter called the meeting to order at 7:00 o.k.

2.      Roll Call

        (No Town Attorney Present)


Following his calling the meeting to order, Mayor Streeter explained to the listening audience tonight’s Agenda, and the dates and locations of upcoming Budget Work Sessions.

3.      Public Participation

Before recognizing anyone from the audience, Mayor Streeter informed those present that, normally, this particular item was limited to 30 minutes; however, in view of the large crowd present this evening, that timeframe would be extended.  He then proceeded by recognizing the following speakers:

6.      Items for Discussion

A.      Board of Education – Budget Presentation

At 8:20 p.m., Janice Snyder, Chairperson, Board of Education, began her presentation of the Board’s Proposed 2006/2007 Budget by introducing fellow Members of the Board of Education who were present this evening.  They were--

Ms. Snyder also introduced Dr. Joseph Wood, Superintendent of Schools; and Donna McKenzie, Business Manager.

Ms. Snyder then made her Budget Presentation (a copy of the datapoint used for this presentation is attached hereto and made a part hereof).  Following Ms. Snyder’s presentation, she, Dr. Wood, and various members of the Board of Education answered questions from the Town Councillors and added their own comments.

B.      General Government – Budget Presentation

At 8:30, Town Manager Matthew Galligan presented the General Government proposed Budget for Fiscal Year 2006/2007, explaining that this budget included a 6.82% increase.  He explained that some of the increase was due, for instance, to increases in fuel, utilities, etc.  He also informed the Councillors that the Town was in need of a GIS Coordinator in order to maintain its current system on the website.  Included, also, he added was a new position in Engineering; and that he had eliminated a position in his office.

In conclusion, Mr. Galligan reported a 5.09% increase in the total budget, including a 5.86% increase in the Board of Education’s Budget.  The proposed new mill rate would be 32.99 mills—which meant a 3.23% increase in taxes for each household.

7.      Executive Session

At 8:30 p.m., a Motion was made to go into Executive Session to discuss pending litigation, eviction notice, and a personnel issue.  The Motion was duly seconded; and approved, unanimously.

8.      Adjournment

At 9:00 p.m., a Motion was made, seconded, and approved to adjourn the Work Session.
