1.      Call Meeting to Order

Mayor Streeter called the meeting to order at 7:00 p.m.

4.      Items for Discussion

        A.  Police Department Budget and Operations

Town Manager Galligan explained that because there are new Councillors this year, they are going to start looking at budgetary operations for all departments and especially the major ones, i.e. Library, Police, and Public Works.  Once the budget season starts, there is only a short window to make decisions, so this will allow for the Council to understand the operations ahead of time.

Chief Tyler distributed a document that followed along with his PowerPoint Presentation and also a 2006 Service Guide.  He and Cmdr. Matt Reed discussed the Department’s Responsibilities; Mission Statement; Table of Organization, which is attached as Exhibit A; Major Programs – Overview/Highlights; and Operations.

Chief Tyler explained that the Patrol Operations consists of the K-9 Unit, Traffic Safety Unit, Special Enforcement Unit, and Community Service Officers.  

The K-9 Unit has two assigned officers and one dog right now, but they are looking for another one.  Chief Tyler discussed the process used to purchase K-9s.  Councillor Havens asked how much the dogs are.  Chief Tyler explained that they range from $3,000 to $5,000 depending on age, training, and supply and demand.

The Traffic Safety Unit consists of a Sergeant and two Officers.  This is their motorcycle section.  They do all of the traffic accident reconstruction and accident investigations.  The DUI program and some of the other programs that are done in cooperation with neighboring police agencies is controlled by the Traffic Safety Sergeant.  He explained that South Windsor was one of the first Towns to initiate the Metro Traffic Supply.

The Special Enforcement Unit is a 3 person unit that also is used to fill-in where needed.  They are currently assigned to the Evergreen Walk area.  They also serve warrants.  

The Community Service Officers are non-sworn.  They do the animal control function.  These officers do not have the powers of arrest, which means they do not carry guns.  The Department has three Community Service Officers.  One is currently on military duty.

The Investigations Operations consists of General Investigations, Narcotics, Youth Services, School Resource Officers, and Crime Prevention.  There are two General Investigators, one Narcotics, one Youth Services Officer, and two School Resources Officers (one to the High School and one to Timothy Edwards Middle School).

Support Services consists of a Communications Manager, Resource Management, Community Outreach, and Property/Evidence.  The Communications Manager oversees the Public Safety Dispatchers (two on each watch), two Police Records Clerks, one Information Technology Officer, and Media Relations which consists of the Communications Manager and the Information Technology Officer.  

Chief Tyler explained that a Community Service Officer handles the Resource Management operation.  Resource Management consists of maintaining the Jail, maintaining the Fleet, and maintaining the building.

Community Outreach is handled by a sergeant.  Some of the programs handled through Community Outreach are the car seat safety program, PACT class (Police And Community Together), and any other program that is done for the community.

Property/Evidence is handled by an officer.  Any evidence that is brought to the station for whatever case is logged in and all necessary documents are brought to court and made readily available for trial.  

Various questions were answered for the Council.  

Councillor Pelkey asked how many open spots are there on the Table of Organization.  Chief Tyler said that there are three vacancies in the sworn category and one vacancy in dispatch.  The timeline on replacing those is ongoing.  

Chief Tyler explained the differences in tasks performed by a CSO and an officer and the reasoning behind it.  There was also discussion on why there are officers as the School Resource Officers and not CSOs.

Town Manager Galligan explained for Councillor Fine that in regard to Evergreen Walk, for every $10 of revenue there is a $1 cost to the Town, which includes the cost of having police officers there.

There was some discussion about the shooting range in Somers and its success.

Cmdr. Matt Reed explained how Operations is really the bulk of the Department.

Mayor Streeter thanked them for coming.
