PUBLIC HEARING MINUTES


October 17, 2005
7:45 P.M.

SOUTH WINDSOR COUNCIL CHAMBERS


PURPOSE:  To Receive Citizen Input on a proposed Amendment to Section 9-201 of the Code of Ordinances entitled Ordinance Establishing Voting Districts.


Mayor Havens called the meeting to order at 7:45 p.m.  The Clerk of the Council read the call of the meeting (a copy of which is attached hereto).  There were approximately 10 people in the audience.

The following Town Council Members were present:

                Mayor Edward Havens
                Deputy Mayor John Pelkey
                Councillor Thomas Delnicki
                Councillor Deborah Fine
                Councillor Elizabeth Pendleton
                Councillor Cary Prague
                Councillor Matthew Streeter
                Councillor Roseann Williams
                Councillor Keith Yagaloff

Present:        Town Manager Matthew Galligan
                Town Attorney Barry Guliano


Town Attorney Barry Guliano reminded the Council that the purpose of the redistricting was because there are currently 7 polling districts and there was going to be a change in the voting machinery and in order to streamline things a little bit and to also save money on new voting equipment, it was thought that the Committee would look at streamlining the number of voting districts.  What the Committee has come back with is a recommendation to go from 7 districts to 5 districts to save money on voting machines and make things more efficient.  The polling places that would be eliminated are the South Windsor Public Library and one voting area in Pleasant Valley School.  

The Mayor asked if the Registrars would like to add anything, and they did not.

The Mayor asked if there were any questions or comments from the public, and there were not.

The Mayor then called for a straw vote on the proposed ordinance change—the results of which were:  

                All those in favor of the Amendment    =  7

All those opposed to the Amendment  =  0

The Mayor adjourned the Public Hearing at approximately 7:55 p.m.
