PUBLIC HEARING MINUTES


JULY 5, 2005
7:45 P.M.

SOUTH WINDSOR COUNCIL CHAMBERS


PURPOSE:   To Receive Citizen Input on an Appropriation of $28,000 from the Capital and Non-Recurring Expenditure Account for a New Boiler at Ellsworth School



Mayor Havens called the meeting to order at 7:45 p.m.  The Clerk of the Council read the call of the meeting (a copy of which is attached hereto).  There were approximately 10 people in the audience.

Town Manager Matthew Galligan reminding Council of a report on this project that was given at the June 20th Town Council meeting, again explained the bidding process.  He also explained that the original intent was to replace the boilers in both the High School and Ellsworth School.  However, following the receipt of bids on both projects, he said, the High School boiler cost came in $93,000 more than what had been estimated to cost; and the boiler at Ellsworth came in $20,000-$30,000 more, also.

In view of this, according to the Town Manager, and in order to “get the boiler project done,” Dr. Wood had to make a decision to initiate these projects because, at least in the case of the High School—it was mandatory.  He also added that it takes 8 to 10 weeks to order these boilers.

In the case of Ellsworth School, Mr. Galligan said, it’s so old that there are no available parts to repair it; and, if it were to “go down,” it would not be reparable.  The $28,000 being requested this evening would be added to the $95,000 approved by Council at its last meeting for this boiler.

Mr. Galligan then enumerated the reasons for the high cost of these boilers—citing the elevation in the cost of steel; transportation costs; utility costs; and, the fact that the Town received very few bids—perhaps because, at the present time,  “business is good.”

Since no one from the audience wished to comment on this appropriation, Mayor Havens called for a Straw Vote on the question:

        All those in favor of this $28,000 appropriation from
Capital and Non-Recurring Expenditures Acct.       =   4

        All those opposed?                                                    =   0
