PUBLIC HEARING MINUTES

FEBRUARY 7, 2005
7:30 P.M.

SOUTH WINDSOR COUNCIL CHAMBERS


PURPOSE:  TO RECEIVE CITIZEN INPUT ON A PROPOSED ORDINANCE CREATING A “TOWN OF SOUTH WINDSOR MEDICAL INSURANCE FUND.”

The Public Hearing was called to order at 7:30 p.m. by Deputy Mayor John P. Pelkey.  The Clerk of the Council read the Call of the Meeting (a copy of which is attached).  The following Town Council members were present:  Deputy Mayor John P. Pelkey, and Councillors Williams, Pendleton, Delnicki, Prague, and Streeter.  Town Manager Matthew B. Galligan and Town Attorney Barry D. Guliano were also present.

Town Manager Galligan explained that for the past couple of years the Town has been looking to self insure the Town’s health insurance program.  An outside consultant looked into it, and it has been determined that it would be in the Town’s best interest to do it.  He explained that there would be substantial savings and that there would be about $1.1M to $1.2M in cost avoidance.  What the Town is trying to do is create an Ordinance, and provide and manage a reserve fund whereby the Town will be able to pay its own claims.  It will still use Anthem Blue Cross/Blue Shield, and the Town’s consultants will help, on a daily basis, to get through the process.  The Town Manager said that there are substantial savings involved with this and it is in the best interest of the employees and the Town.

Attorney Guliano brought everyone up to date on the Joint Work Session held on 1/24/05 between the Town Council and the Board of Education, at which the self insurance funding for medical insurance was discussed.  Since that Joint Meeting, Attorney Guliano has spoken with Attorney Finn, who is the Board of Education’s attorney from Shipman and Goodwin.  Attorney Guliano did say that he wanted everyone to be aware of some issues that were raised by the Board that he and Attorney Finn will be meeting on to discuss further.  However, these issues should not stop the Public Hearing from going forward.  If the next draft is much different than the one they currently have, it may be necessary to have another Public Hearing.  

Deputy Mayor Pelkey asked if there were any questions from the Council or the public.  There were none.








There being no further discussion, Deputy Mayor Pelkey called for a Straw Vote of the audience, the results of which were as follows:

Those in favor of the Proposed Ordinance creating a “Town of South Windsor Medical Insurance Fund” – 6
Those opposed to the Proposed Ordinance creating a “Town of South Windsor Medical Insurance Fund” – 0
