PUBLIC HEARING MINUTES

SEPTEMBER 20, 2004
7:55 P.M.

SOUTH WINDSOR COUNCIL CHAMBERS


PURPOSE:        TO RECEIVE CITIZEN INPUT ON THE REFURBISHMENT OF OAK STREET PARK


The Public Hearing was called to order at 7:55 p.m. by Mayor Havens.  The Clerk of the Council read the Call of the Meeting (a copy of which is attached).  The following Town Council members were present:  Mayor Havens, Deputy Mayor Pelkey, and Councillors Aman, Delnicki, Fine, Paquin, Pendleton, and Streeter.  Town Manager Matthew B. Galligan and Town Attorney Barry D. Guliano were also present.

Town Manager Galligan explained that the Park & Recreation Master Plan had included the refurbishment of Oak Street Park, and the new Budget included, as part of the Capital Projects Budget, $100,000 for recreation.  Cost information was distributed to the Council members.  

The Regular Meeting was called to order and was immediately recessed in order to continue this Public Hearing.  

The following members of the public then addressed the issue.

Ellen Moran, 195 Dogwood Lane, said she represented her neighborhood, which has been trying to get something done with the Park.  She said that in addition to the individuals attending this evening’s Public Hearing, she had a petition with about 100 signatures of individuals who could not attend.  She said that her neighborhood fully supports the project and asked that the Council support it as well.  They would like Oak Street Park to be used as an example in Town as a way to show how neighborhoods and citizens come together for one common goal—which, in their case, is to provide their children with a “safe” place to play.  

Lee Carman, 208 Dogwood Lane, reiterated the comments of the previous speaker.

There being no further discussion, Mayor Havens called for a Straw Vote, the results of which were as follows:

        Those in favor of the Refurbishment of Oak Street Park – 11
        Those opposed to the Refurbishment of Oak Street Park – 0
