PUBLIC HEARING MINUTES

SEPTEMBER 7, 2004
7:30 P.M.

SOUTH WINDSOR COUNCIL CHAMBERS


PURPOSE:        TO RECEIVE CITIZEN INPUT ON A PROPOSED AMENDMENT TO SECTION 90-4 OF THE CODE OF ORDINANCES, TOWN OF SOUTH WINDSOR, CONNECTICUT ENTITLED “VETERANS’ EXEMPTION.”
        (See attached.)


The Public Hearing was called to order at 7:30 p.m. by Mayor Havens.  The Clerk of the Council read the Call of the Meeting (a copy of which is attached).  The following Town Council members were present:  Mayor Havens, Deputy Mayor Pelkey, and Councillors Aman, Delnicki, Fine, Paquin, Pendleton, and Streeter.  Town Manager Matthew B. Galligan and Town Attorney Barry D. Guliano were also present.

There were approximately 32 individuals in the audience.

The following individuals spoke in support of the proposal:

Roger Anderson, 871 Ellington Road, Air Force veteran and currently adjutant of the American Legion in South Windsor.

James Throwe, Main Street, Army veteran and member of the National Guard.  

Paul Mozzicato, 40 Quarry Brook Drive, returned recently from Iraq.

Linc Streeter, 56 Bramblebrae, Air Force Veteran, questioned the reason for an exclusion relating to the annual income.

Robert Moeller, 203 Sandstone Drive and current Chairperson of the Patriotic Commission, said he had the privilege of introducing this for consideration before the Council in April.  He noted the difficulty that many Veterans are having in keeping up with taxes.  He thanked the Council for being prompt with this legislation and bringing it before the Town so that it can be implemented by the next tax cycle.

Mayor Havens then called for a Straw Vote, the results of which were as follows:

Those in favor of the proposed Veterans’ Exemption - 30
Those opposed to the proposed Veterans’ Exemption – 0
