PUBLIC HEARING MINUTES

APRIL 12, 2004
7:00 P.M.

SOUTH WINDSOR HIGH SCHOOL


PURPOSE:        TO RECEIVE CITIZEN INPUT ON THE PROPOSED BOARD OF EDUCATION BUDGET FOR FISCAL YEAR 2004/2005.


The Public Hearing was called to order at 7:15 p.m. by Mayor Havens.  The Clerk of the Council read the Call of the Meeting (a copy of which is attached).  The following Town Council members were present:

Councillor Judith Paquin
Councillor Elizabeth Pendleton
Councillor Muriel Yacavone

The following Board of Education members were present:

Absent: Thomas Reale

There were approximately 65 people in the audience.

Robert O’Connor, Chairperson of the Board of Education presented the Board of Education’s budget, which was being submitted this evening.  Please see attached Exhibit A.

Mayor Havens noted that a petition (a copy of which is attached as Exhibit B) had been received today by the Town Council, which included 56 names of residents in support of the Board of Education Budget which was delivered to the Town Council on March 15, 2004.

The following members of the audience then came forward to address the Town Council and the Board of Education:

In support of a budget increase of 6.1% or more:

Several individuals speaking this evening felt that the Council and the Board of Education should be thinking more “creatively” or “outside the box” in looking at ways to save money.  Both the Council and the Board were asked to consolidate expenses, outsource, and invest in technology to increase productivity.

Following comments from the audience, Mayor Havens asked for a Straw Vote, the results of which were as follows:

Those in favor of the Board of Education Budget as presented this evening:  11

Those in favor of a Board of Education Budget higher than that presented this evening:  30

Those in favor of a Board of Education Budget lower than that presented this evening:  9

The Public Hearing was closed at 9:20 p.m.
