Mayor Havens reconvened the Regular Meeting at 8:30 p.m.

ITEM:

5.     Public Input

Mr. Joe Burns, 64 Davewell Road, addressed the Council and informed them that when he moved to South Windsor in 1950 his tax bill, then, was $89.00 per year—and that was the reason he had moved to South Windsor—not because of the “great schools.”  However, he added, it is people such as himself who have paid taxes for over 50 years in South Windsor, who have made the school system what it is today.

Mr. Burns said that the only reason he came to tonight’s meeting was because, after watching a “rerun” on television of the Joint Meeting of the Town Council and the Board of Education of March 29, 2004, he had felt “threatened” by the School Board and, more specifically, by some of the remarks of the Superintendent of Schools; and, as he added, he did not like to be threatened.  Mr. Burns then elaborated on what he was referring to regarding that Joint Meeting.  

Councillor Delnicki then asked Mr. Burns to please come to the Board of Education’s Public Hearing on April 12, 2004 and repeat his comments.

7.      Adoption of Minutes of Previous Meetings

Motion to accept the Minutes of the following Town Council Meetings:  Public Hearing of February 17, 2004 (Grant Application for a “Buckland Hills Corridor Study”); Public Hearing of February 17, 2004 (Grant Application for full Reconstruction of Kelly Road); Work Session of March 1, 2004; Regular Meeting of March 1, 2004; and Regular Meeting of March 15, 2004. (There was no Work Session held on March 15, 2004.)

BE IT RESOLVED that the South Windsor Town Council appoints James Kupchunos to the Agricultural Land Preservation Advisory Commission for a term ending November 30, 2004.

*B.     Appointment of Carolyn Egan (D) as an Alternate to the Economic Development Commission

BE IT RESOLVED that the South Windsor Town Council appoints Carolyn Egan an Alternate to the Economic Development Commission for a term ending November 30, 2007.

BE IT RESOLVED that the South Windsor Town Council appoints Mike Sullivan an Alternate to the Planning and Zoning Commission for a term ending November 30, 2007 to fill the unexpired term of Robin Surwilo.

*D.     Appointment of Joel Nadel (D) a Full Member of the Zoning Board of Appeals

BE IT RESOLVED that the South Windsor Town Council appoints Joel Nadel a Full Member of the Zoning Board of Appeals for a term ending November 30, 2007.

17.     New Business


A.     Resolution Accepting the Resignation of Michael R. Gauthier (D) from the Water Pollution Control Authority

BE IT RESOLVED that the South Windsor Town Council accepts, with regret, the resignation of Michael R. Gauthier as a Member of the Water Pollution Control Authority; said resignation to take effect immediately; and

BE IT FURTHER RESOLVED that the South Windsor Town Council thanks Mr. Gauthier for the time he devoted to the Water Pollution Control Authority; and hopes that, sometime in the future, his schedule will once again allow him time to serve on one of South Windsor’s Boards or Commissions.

B.      Resolution Approving the Transfer of $12,000 from Contingency Fund to the Town Clerk’s Professional Account

BE IT RESOLVED that the South Windsor Town Council hereby approves a transfer of $12,000 from the Contingency Account Number 1910-9001-390 to the Town Clerk’s Professional Account Number 1154-1540-320 to cover the cost of unforeseen heavy recordings into the Land Records.

C.      Resolution Requesting Review and Input from South Windsor’s Economic Development Commission on the Feasibility of a Tax Partnership/Abatement between the Town and the Firms of:  ElectroMethods, Inc.; O&W Heat Treat Inc., and MASSCONN Distributors CPL, Inc.

BE IT RESOLVED that the South Windsor Town Council hereby requests the review and input of the Economic Development Commission, on the feasibility of a tax partnership/abatement between the Town of South Windsor and three (3) South Windsor businesses seeking said abatement—the businesses being--ElectroMethods, Inc., Governor’s Highway; O&W Heat Treat Inc., Bidwell Road; and MASSCONN Distributors CPL, Inc. (a Delaware corporation seeking tenancy in the “John Fitch Industrial Centre”); and

BE IT FURTHER RESOLVED that, following EDC review of said abatement requests and its determination of their feasibility, the Commission provide the Town Council with its recommendations so that Council may be timely in its deliberation and appropriate follow-up action.

D.      Resolution Appropriating $7,500 for Fireworks Display in Observance of Armed Forces Day

BE IT RESOLVED that the South Windsor Town Council hereby approves the transfer of $7,500 from Contingency Account #9001 to Memorial Day Account #001-1910-9002-300 to fund a fireworks display being planned in observance of Armed Forces Day on May 15, 2004.

F.      Resolution Approving a Refund of Property Taxes to Fourteen (14) South Windsor Taxpayers

BE IT RESOLVED that the South Windsor Town Council approves a refund of property taxes to fourteen (14) South Windsor taxpayers, the total of said refunds being $9,353.90, and as shown on attached Exhibit A.
