Mayor Aman asked the Town Attorney for an explanation, and Atty. Guliano explained that the Public Hearing had to do with an agreement that the South Windsor Police Department was asking the Town of South Windsor to enter into along with the towns of Glastonbury, Vernon and Manchester.  He said that it essentially relates to the “old” tri-town task force which previously involved South Windsor, Manchester and Vernon.  He said that there is an agreement among those towns already in place for that task force.  The reason for this new agreement is that the old agreement was entered into by the towns under a different section of the Connecticut Statutes.  Last year the Connecticut Legislature passed a new statute which allows these types of agreements among municipalities.  He said he didn’t believe the Town has to enter into this new agreement to continue with the agreement which is already in place.  However, one of the four towns—Glastonbury—felt more comfortable it a new agreement was entered into under this new statute, so that all bases were covered.  That is why this agreement is before you.  Things will continue as they have in the past.  It is just being adopted under a new piece of legislation.  That legislation requires that each town adopt it or approve the agreement, just as it does ordinances; and which, in South Windsor, requires a public hearing.

Joe DeMaio, Birch Road, asked how things would be changed by this new agreement.  Atty. Guliano said that it doesn’t change anything at all; the agreement is being adopted and approved under a new piece of legislation.  

As clarification, Atty. Guliano said that there is a “sunset provision” included, which means that every five years the Council has to look at this agreement.  There are a couple of minor changes, but in terms of how it will operate among the Towns, there are no changes.
