Mayor William Aman called the meeting to order at 8:00 p.m.

 5.    Public Input

        Mary Etter, Library Director, informed the Town Council that she was present this evening on behalf of the Friends of the South Windsor Public Library and in hopes that the Town Council and the public are aware of a special celebration on Friends Day Sunday, September 22, 2002
Next to speak was Philip Crombie, Fire Chief.  Chief Crombie was present to give the Town Council a brief overview on the fire that had occurred at Strawbridge Condominiums on Tuesday, September 10.  He said it was one of the largest fires the Town has experienced

Referring again to the fire of September 10, Chief Crombie said that the particular building involved housed 10 units--seven (7) of which were either destroyed or damaged in the fire.  He then described where in the building the fire had begun and the fact that numerous 911 Calls were received at 10:41; and when the first firefighters appeared on the scene, a significant volume of fire was noted.

Twenty-six (26) minutes after the fire was reported the Chief said that a portion of the buildings originally involved
Chief Crombie then went on to credit the efforts and decisions of the 70 South Windsor firefighters present at the fire; and the help received from the firefighting crews and equipment of the 8th Utilities District in Manchester; and the Towns of Windsor, Vernon, Ellington, and Broad Brook both at the scene of the fire, and by manning our Fire Stations while South Windsor

Motion to accept the Minutes of the following Town Council meetings:  Public Hearing of July 15, 2002 (re.: Installation of Sidewalks at Ayers and Nevers Roads); Public Hearing of July 15, 2002 (re.: Drainage Improvements along Buckland Road);  Special Work Session of August 12, 2002; Public Hearing of August 12, 2002; and Work Session of September 3, 2002.

14.     Public Participation  

Craig Zimmerman, 5A Amato Drive, wished to speak as a taxpayer on the Question going to Referendum in November.  He first thanked the Town Council and the Town staff for all their help in putting together the plan that will go to Referendum.  For the public, he said, he hoped they would view this as an improvement to the quality of life and health of the community.

BE IT RESOLVED that the South Windsor Town Council appoints Dwight Johnson as an Alternate to the Economic Development Commission to fill the unexpired term of David Guay for a term ending November 30, 2003.

*B.     Appointment of Dan Rezende (D) as a Full Member of the Park and Recreation Commission

BE IT RESOLVED that the South Windsor Town Council appoints Dan Rezende as a Full Member of the Park and Recreation Commission to fill the unexpired term of Gladys Nadel for a term ending November 30, 2003.

*C.     Appointment of Andrew Paterna(D) as an Alternate to the Park and Recreation Commission

BE IT RESOLVED that the South Windsor Town Council appoints Andrew Paterna as an Alternate to the Park and Recreation Commission to fill the unexpired term of Dan Rezende for a term ending November 30, 2005.

B.      Resolution Approving a Tax Refund to Twenty-Five (25) South Windsor Taxpayers

BE IT RESOLVED that the South Windsor Town Council approves a refund of property taxes to twenty-five (25) South Windsor Taxpayers, said refunds totaling $11,719.18, and as shown on attached Exhibit A.

C.      Resolution Authorizing the Town Manager to Enter into a Contract with the National Association of Municipal Employees (A Division of NAGE) for the Period July 1, 2002 through June 30, 2005

BE IT RESOLVED that the South Windsor Town Council authorizes Town Manager Matthew B. Galligan to enter into a Contract between the National Association of Municipal Employees (a Division of NAGE) and the Town of South Windsor

D.      Resolution To Transfer Money To The State Of Connecticut To Conduct Right Of Way Activities For The Pleasant Valley Road And Clark Street Reconstruction Project.

WHEREAS, the Town of South Windsor was awarded Federal and State funding from the Intermodal Surface Transportation Efficiency Act (ISTEA), Surface Transportation Program (STP) for roadway improvements along Clark Street (from Chapel Road to Pleasant Valley Road), and Pleasant Valley Road (from Clark Street to the Manchester Town line); and

WHEREAS, the Town of South Windsor has agreed that the State of Connecticut will be responsible for conducting the Rights Of Way acquisition portion of said project and the State is in the process of acquiring the needed rights of way and easements; and

WHEREAS, the Town of South Windsor is responsible for 10% of the cost of acquisition of Rights Of Way and easements, and the estimated cost of the Town
NOW, THEREFORE, BE IT RESOLVED that the South Windsor Town Council authorizes the expenditure of $30,000.00 for the demand deposit to be transferred from the capital non-recurring account 004-4200-4201-320 to the Connecticut Department of Transportation for rights-of-way costs associated with the reconstruction of Pleasant Valley Road and Clark Street.

BE IT RESOLVED that the South Windsor Town Council hereby authorizes the Town Clerk, in accordance with Section 9-369b of the Connecticut General Statutes, to have printed concise and explanatory text of the Referendum Question ($4,645,000 for the Planning, Acquisition, and Construction of Renovations, Repairs, and Improvements to Lawrence Road Park, Nevers Road Park, and Town-Owned Land Known as I-291 Park) to be voted on November 5, 2002.
