PUBLIC HEARING MINUTES
SOUTH WINDSOR TOWN COUNCIL

COUNCIL CHAMBERS

SEPTEMBER 17, 2002
7:30 P.M.


PURPOSE:        TO RECEIVE CITIZEN INPUT ON THE APPROPRIATION OF $30,000 FROM CAPITAL AND NON-RECURRING EXPENDITURES ACCOUNT NUMBER 004-4200-4201-320 TO THE CONNECTICUT DEPARTMENT OF TRANSPORTATION FOR RIGHTS-OF-WAY COSTS ASSOCIATED WITH THE RECONSTRUCTION OF PLEASANT VALLEY ROAD AND CLARK STREET



The Public Hearing was called to order at 7:30 p.m.  There were approximately 5 people present in the audience.  The Clerk of the Council read the Call of the Meeting (a copy of which is attached hereto).

Town Manager Matthew Galligan was absent from the meeting.  However, Town Attorney Barry Guliano, and Asst. to the Town Manager Judy Hall were present.  Staff Members present for this Public Hearing were Director of Public Works Michael Gantick, and Town Engineer Jeff Doolittle.

First to speak from the audience was Joseph Carino, 2545 Ellington Road, who said he was speaking
Continuing, Mr. Carino said that with the growth of the Town of South Windsor, the addition in the region of The Buckland Mall, and the relocation of the new Post Office on Clark Street the traffic at this intersection and on these road
Mr. Carino concluded his remarks by stating that although it may not be the most dangerous intersection in South Windsor, he felt the time had come to correct and improve the intersection.  Consequently, he said he very strongly concurred with the transfer of the funds to accomplish this.  He commended the Town Manager and Town staff for continued diligence with regard to the safety of the travelling public in South Windsor.  

The Deputy Mayor thanked Mr. Carino for his input; and informed the audience that he would now take a
