PUBLIC HEARING

AUGUST 12, 2002

SOUTH WINDSOR TOWN HALL
COUNCIL CHAMBERS

8:00 P.M.


PURPOSE:        TO RECEIVE CITIZEN INPUT ON APPROVAL FOR THE TOWN
                OF SOUTH WINDSOR TO ENTER INTO AN INTERAGENCY
                AGREEMENT WITH THE TOWN OF GLASTONBURY,
MANCHESTER, AND VERNON FOR THE ESTABLISHMENT


The Public Hearing was called to order at 8:00 p.m.  There were approximately 13 people present in the audience.  The Clerk of the Council read the Call of the Meeting (copy attached).

        Deputy Mayor Streeter
        Mayor Aman
        Councillor Lassman Fisher
        Councillor Havens
        Councillor Fine
        Councillor Pelkey

Also Present:

        Town Manager Matthew Galligan
        Town Attorney Barry Guliano

Mayor Aman asked Atty. Guliano to explain the purpose of this Public Hearing.  Atty. Guliano replied that the purpose has to do with an Agreement that the South Windsor Police Department is asking that the Town enter into along with the Towns of Glastonbury, Vernon, and Manchester.

Essentially, he added, this has to do with the old
Continuing, according to the Town Attorney, the Connecticut Legislature passed a new Statute that not only allowed but made more accommodating these types of Agreements among municipalities.  He added that he did not feel that the Town had to enter into this Agreement, but could continue under the Agreement already in place; however, one of the four Towns (Glastonbury) felt more comfortable if a new Agreement was entered into under this new Statute
The reason for a Public Hearing, Atty. Guliano explained, is because the new Legislation associated with this Agreement requires that each Town adopt or approve the Agreement just as it does Ordinances
The Mayor asked if anyone from the audience wished to speak.  Coming forward was Ms. Jo DeMaio, Birch Road, who asked the Town Attorney if this new Agreement changed the
Atty. Guliano answered that it actually does not change it at all
