Public Hearing (6/17/02) Amend Drain Layers permit fee
PUBLIC HEARING MINUTES
JUNE 17, 2002

COUNCIL CHAMBERS
7:10 P.M.

PURPOSE:        TO RECEIVE CITIZEN INPUT ON A PROPOSED RESOLUTION AMENDING THE DRAIN LAYERS PERMIT AND INSPECTION FEE, A COPY OF WHICH WILL BE ON FILE IN THE OFFICE OF THE TOWN CLERK PRIOR TO THE PUBLIC HEARING.

The Public Hearing was called to order at 7:15 p.m.  The Clerk of the Council read the Call of the Meeting (copy attached).  The following Town Council members were present:  Mayor Aman, Deputy Mayor Streeter; and Councillors Barbour, Burnham, Delnicki, Fine, Havens, Lassman Fisher and Pelkey.  Also present were Town Manager Matthew B. Galligan, Town Attorney Barry D. Guliano, and Town Engineer Jeff Doolittle.

There were approximately 6 people in the audience.

Attorney Guliano explained that this does not require a change in Ordinance, since the Ordinance with respect to these fees calls for the collection of a fee but does not name the amount of the fee.  A Resolution appears on this evening's Regular Meeting Agenda, by which the Town Council would increase the Drain Layers Permit fee from $25 (the current fee) to $50.  

Town Engineer Jeff Doolittle explained that the current fee for a Drain Layers Permit is $25, which has been the fee for many years.  Engineering staff spends between two and two and one-half hours on a drain layer's permit, which costs the Town approximately $50 to $66.  This is for the connection of a business or a residence to the Town
Mayor Aman called for a Straw Vote, the results of which were as follows:

Those in favor of the increase in the Drain Layers Permit and Inspection Fee from $25 to $50 - 2

Those opposed to the increase in the Drain Layers Permit and Inspection Fee from $25 to $50 - 1

The Public Hearing closed at 7:30 p.m.
