PUBLIC HEARING MINUTES
JUNE 3, 2002

COUNCIL CHAMBERS
7:10 P.M.

PURPOSE:        TO RECEIVE CITIZEN INPUT ON A PROPOSED TOWN PLAN OF CONSERVATION AND DEVELOPMENT, A COPY OF WHICH IS ON FILE IN THE OFFICE OF THE TOWN CLERK.

The Public Hearing was called to order at 7:30 p.m.  The Clerk of the Council read the Call of the Meeting (copy attached).  The following Town Council members were present:   Mayor Aman and Councillors Barbour, Burnham, Delnicki, Fine, Havens, Lassman Fisher and Pelkey.  (Deputy Mayor Streeter was absent.)  Also present were Town Manager Matthew B. Galligan and Town Attorney Barry D. Guliano.

There were 8 people in the audience.

Mayor Aman stated that the Town Plan of Conservation and Development had been presented to the Council last week, and he asked if there was anyone who wished to speak.  

Louise Evans, a member of the Planning and Zoning Commission, indicated that she was attending in place of the Chairperson of the Commission, Kevin McCann.  She noted that the Plan is prepared in accordance with State statute every ten years, and South Windsor
Mrs. Evans said that there will be many changes to the Plan as time passes, and a Public Hearing will be held on June 25, 2002 at 7:30 p.m.  Two copies of the Plan are available at the Library, and there is a copy on South Windsor
According to Mrs. Evans, this Plan is
Mayor Aman asked whether the Planning & Zoning Commission wished to have the Council
Mrs. Evans noted that there is a difference between the Plan of Conservation and Development and the Zoning Regulations.  

Joe Carino, Ellington Road, stating that this is a very comprehensive plan, asked that the Council read it very carefully.  He said he had questions with regard to a few items and that he took exception to one.  He addressed the following three items:

Page 9, Action Item #5 - he felt this was an obstruction, rather than a benefit.  He didn
Page 12, - Planning & Zoning Commission Partnerships he said he was confused with the last two bulleted items.  He didn
He wished it to be clearly understood that, although he is the Chairperson of the Water Pollution Control Authority, his statement tonight was his, and his alone.  He said that the Water Pollution Control Authority is assessing the issue which he was about to discuss, and they expect to have a position either tomorrow evening or in July.  He said he was addressing the statement in the second paragraph under Preservation Areas.

He quoted the following from the Plan:  Public water, sewers, and inter-connected drainage systems are not recommended for extension into the preservation areas, as these services facilitate and induce higher density development.  He said the Water Pollution Control Authority, over the years, has been interested in trying to expand and develop areas in Town with sewers.  He said that sewers should placed wherever possible.  He didn't feel that the utilities, or the lack of, or the refusal to accept facilities in an undeveloped area, should be a method for controlling the development of that area.  He said that the statement (quoted above) in the Plan does not represent all of us.

Continuing, Mr. Carino said that there are proper mechanisms in place for preservation.  

Mayor Aman called for a Straw Vote, the results of which were as follows:

        Those in favor of the Town Council endorsing the Plan - 3
        Those opposed to the Town Council endorsing the Plan - 2

The Public Hearing was closed at 7:40 p.m.
