TOWN COUNCIL    WORK SESSION
COUNCIL CHAMBERS        APRIL 15, 2002
SOUTH WINDSOR TOWN HALL 7:00 P.M.

1.      Call Meeting to Order

Mayor Aman called the meeting to order at 7:06 p.m.

A.      Proposed 2002/2003 Budgets for:

Public Library

A brief presentation was made by Library Director Mary Etter.  (See attached Exhibit A.)

Volunteer Fire Department (See attached Exhibit B.)

The following information was presented by Fire Chief William Lanning as part of his presentation:

The computer networking process should be online in the next few weeks. All three stations will be networked into a server at Fire Headquarters, and all will now have internet access.  

With the installation of the new equipment,
The expense carryover was for the purchase of radios and computer equipment.  

Unexpended funds at the end of the year will be used to purchase items that were originally included by Company Captains in the 2002-2003 budget, but were ultimately excluded because of exceeding the 4 percent limit.

There are currently about 105 Fire Department volunteers, but those are not all qualified firefighters.  Some are Company 6 Personnel--support group personnel that do not fight fires; and Company 5 Personnel--the Explorer Post.

With regard to how much it would cost the Town for a paid fire department, Chief Lanning said that it would depend upon the level of manpower.  There are mandates regarding the number of people needed to perform an interior attack on a fire.  Minimum manning with minimum supervision
Concerning the possible need for paid firefighters, Chief Lanning said that it would be necessary when a point was reached when there are not enough volunteers responding to an incident.  He didn
Evergreen Walk would present a problem because of modern fire codes in effect, as long as it is built correctly.  Another question which he said had recently arisen was whether an aerial piece would be needed to reach the top of the building (six stories).  He said a new aerial is budgeted on a lease/purchase basis, as has been done with the last two pieces.  He once again said that proper construction of the building, along with sprinklers, early warning detection, etc., would all make a difference.  

Chief Lanning said he needed to add $12,500 to the Fire Marshal
When asked about the zero budget for Payroll Taxes & Payroll Service for 2001-2002 versus the amount of $8,500 for 2002-2003, Chief Lanning said that both the secretary
Legal & Accounting has increased to $4,000 so that there are funds for the Department to hire counsel if the need arises.

Chief Lanning was commended by the Council for his many years of service to the Town.

A motion to adjourn was made at 7:45 p.m. by Councillor Delnicki.  It was seconded by Councillor Burnham and was unanimously approved.
