TOWN COUNCIL    WORK SESSION
COUNCIL CHAMBERS        FEBRUARY 4, 2002
SOUTH WINDSOR TOWN HALL 7:00 P.M.

1.      Call Meeting to Order

Mayor Aman called the meeting to order at 7:10 p.m.

A.      Proposed Recreational Center
A presentation was made by Town Manager Matthew B. Galligan.  (See attached Exhibit A.)

Mr. Galligan was asked how many children the 6,500 square foot child care and preschool services would serve, and he responded that it would serve about 100 new children.  He explained that he had received a proposal from a private organization in Dallas, Texas, that is looking to build
Regarding insurance, Mr. Galligan said that the amount was a one-time figure, which is part of the $14,185,000.  

Councillor Pelkey questioned how the annual resident passes compare to the general competitive market, and Mr. Galligan said that we are in the middle of the range.  

The cost of the legal research and legal opinion was estimated at between $5,000 and $7,000 by Mr. Galligan.  He explained that he had provided one-year numbers because if it were to go further, an accounting firm should do a five-year pro forma.  Another aspect would be to have a marketing firm look at industry standards.  To hire those two types of firms might cost about $40,000 to $50,000.  He said that $250,000 had been put in the Capital Budget for the Park & Recreation Master Plan; it was left open as Capital Non-Recurring.  Mr. Galligan suggested that, if the Council was interested, a public hearing would be scheduled, and the funds would be pulled from there.  He noted that the Request for Proposal should include all aspects of the project, coming in with different time frames.

Mr. Galligan said that the Special Revenue Fund works with a capital budget within the account.  He referenced the Sewer Fund and said that once the budget is set, it takes care of the projects.  The same thing would be done in this case according to Mr. Galligan.

When asked about his suggestion for a 30-year bond, Mr. Galligan said that it would be spreading out the lease payments.  Calculated in the bond is a one-year reserve for payment.

Councillor Barbour asked if ECHN had agreed that the $600,000+ number was doable, and Mr. Galligan said that ECHN has not agreed on anything as yet.  He wanted to be certain the Council was comfortable before he entered into negotiations with ECHN.

Mr. Galligan said the consultant would test the numbers and test the market.  The developer would put in the sewer line, so there wouldn
Mr. Galligan said that the idea of a fuel cell had been raised.  The developers are interested in looking at the fuel cell technology.  

Regarding the purchase of 12 acres, it was explained that most of the acreage would be necessary in order to comply with regulations.  Councillor Fine expressed concern regarding the size and wished to make certain the facility was not
Mr. Galligan said that, if the facility was built privately, it would in all likelihood be more costly and less residents would be able to take advantage of it.

The Regular Meeting was called to order at 8:05 p.m. and was recessed in order to continue the Work Session.

When questioned about another site, Mr. Galligan said that the 291 site was also examined, but power lines cut through that area and the location was not felt to be appropriate.

Mr. Galligan, having dealt with the developers for quite a length of time, felt that it was now time to bring in an outside source to continue.  

The salaries for the Director of Recreation and Leisure, as well as the Recreation Superintendent (as listed in Exhibit A), were questioned, and

Mr. Galligan explained that they are low due to the fact that these are for current Town staff.  What is shown is the amount of time that they will be spending in this facility.  

When questioned whether such a facility would affect the attendance at VMP, Mr. McCarty indicated that because the two facilities differ, there would not be competition.  

With regard to the Operating Expenses, Mr. Galligan said that it is being assumed that the Town is paying for everything.  However, in looking at services to be provided, then negotiations would take place as to how some of those costs are absorbed.  

Addressing the small difference between the cost to residents and non residents for the use of VMP, Councillor Lassman Fisher said that the concept was that it was due to federal dollars being attached to the project.  Mr. McCarty said they wanted to entice people to the facility first if they were not members (even non-residents).  

Councillor Lassman Fisher cautioned Council members to keep in mind that this is a negotiating event from beginning to end.  She felt that it was worthwhile to pursue, and she volunteered to serve on any committee which might be formed.  

Mayor Aman recommended that a Subcommittee be formed, including Councillor Lassman Fisher, who had just volunteered.  At this point, Councillor Barbour indicated her interest, and Mayor Aman said he would serve as well.  Mr. Galligan said that the Town Attorney and staff members should be included as well.  Mayor Aman said the first charge for the group would be to draw up what should be covered in the Request for Proposal

A motion to adjourn the Work Session was made at 8:35 p.m.  It was duly seconded and was unanimously approved.
