TOWN COUNCIL            WORK SESSION
COUNCIL CHAMBERS                JANUARY 22, 2002
SOUTH WINDSOR TOWN HALL         7:00 P.M.

1.      Call Meeting to Order

Mayor Aman called the meeting to order at 7:10 p.m.

2.      Roll Call

Councillor Fine
Councillor Havens
Councillor Pelkey

Members Absent: Councillor Lassman Fisher

Absent:         Town Manager Matthew B. Galligan
                                Town Attorney Barry Guliano

Public Participation

Patricia Conrad, 864 Strong Road, spoke regarding an item which was to be discussed at the Regular Meeting this evening

Items for Discussion

A.      Strategic Planning (See Attached Exhibit B)

Michele Lipe, Assistant Director of Planning, presented the following update:  

The resource guide--which includes strategic planning documents, Town policies, and Board and Commission information--has been distributed to most of the boards and commissions; and it has been well received.  

The Strategic Planning Committee has met with the Republican and Democratic Town Chairs and provided them with a master document, which presents a background of all of the boards and commissions.  

The second Leadership Roundtable Meeting was held in November, with representation from approximately 13 boards and commissions.  A description was distributed with regard to the expectations of such meetings.  During the Roundtable Meeting, Chairs of the various boards and commissions provided updates of the previous year.

The Freedom of Information seminar is scheduled for next week.  

Wayne Hunnicke, President of Advantage Management Systems, the consulting firm which has been working with the Town on the strategic planning process, said that the various boards and commissions are working together.  Mr. Hunnicke requested feedback from the Council.  

Next discussed was a draft document containing objectives, plans, goals and measures, as well as a document entitled
Director of Public Works Mike Gantick, who had just come from a Board of Education meeting, had positive comments regarding strategic planning in South Windsor.  

Councillor Havens suggested using public access television.

Councillor Fine requested that handouts from meetings be kept aside for her and any other Council members who might wish to have them, and Mr. Hunnicke said that they would be happy to do that.

Adjournment

A motion to adjourn was made at 7:44 p.m.  It was duly seconded and was unanimously approved.
