Chairperson Janice Snyder called the meeting to order at 4:32 p.m.

3.      Approval of Minutes Previous Meetings

Mr. Patrick Hankard made a motion to approve the June 3, 2014 Minutes; Mr. Michael Gantick seconded that motion; and it was approved unanimously with three abstentions from Mr. Michael Gonzalez, Mr. Matthew Riley, and Mr. Craig Zimmerman.


4.      Discussion Items

Review of Bond Projects
Chairperson Janice Snyder said she would request that Town Manager Matthew Galligan provide an update on the bond projects, specifically the status and if the verbiage has been prepared.

Review of Current Fiscal Year 2014/2015 Projects
Chairperson Janice Snyder asked staff members to provide updates for each of the capital projects funded in Fiscal Year 2014/2015.  Mr. Michael Gantick and Mr. Jeffrey Doolittle updated the Committee on Public Works projects.  Mr. Patrick Hankard updated the Committee on the Board of Education projects.  Mr. Scott Roberts discussed his current Information Technology projects.  Councilor Elizabeth Pendleton and Mayor Anwar asked staff questions regarding their current projects.

Review of Prioritized Projects for 2015/2016
The Board of Education staff discussed the projects for the next fiscal year with the Committee.  A few important projects included school roofs.  The Committee discussed the proposed turf fields at South Windsor High School.  Superintendent Kate Carter also voiced her concern regarding the girls’ softball field.  She expressed that the Board of Education can address their needs this year through operational funds, but she would like to make sure that the Committee knows if the Board of Education cannot get proper funding for the softball field, it needs to be their number one priority.  In order to comply with Title IX, the girls’ softball field must be addressed.

Mr. Scott Roberts discussed the fiber optic project that will eventually connect two of the firehouses: Company 1 and Company 3.

Mr. Raymond Favreau discussed projects from the Parks and Recreation Department as well as the Park and Recreation Commission.

As time was running short, Chairperson Snyder asked if the Public Works staff would start the next Capital Projects meeting with their project discussion.

5.      New Business

Elect Vice-Chairperson
Mayor Saud Anwar made a motion to nominate Councilor Elizabeth Pendleton as Vice-Chairperson of the Capital Projects Committee; Mr. Craig Zimmerman seconded that motion; and it was approved unanimously.

7.      Adjournment

A motion to adjourn was made at 6:05 p.m.; the motion was seconded; and all were in favor.
