Meeting was called to order at 4:36 p.m. by Chairperson Prague.

  • Approval of Minutes of Previous Meeting
The Approval of Minutes was tabled due to lack of quorum.  

  • Discussion Items
Review of Priorities
Chairperson Prague stated that the list of priorities has not changed.  

There was a brief discussion regarding the repaving of the Fire Headquarters’ parking lot.  The area in front of the apparatus doors is coming apart pretty badly.  

Field Project Discussion
There was no discussion on this item.

$10M Bonding Progress
Mr. Gantick explained various projects listed on the Bonded Road and Drainage Capital Improvement Projects Alternate Schedule.  He discussed the status of the Buckland Road Mill & Overlay, Sand Hill Road Pavement Rehab, Lawrence Road Reconstruction, and Hayes Road Reconstruction projects.  There was discussion on how the Buckland Road Mill & Overlay may be State funded, but they will not know for sure until about a month from now.  

Chairperson Prague asked why the Town is only as far as it is with regard to the projects being completed.  Mr. Gantick explained that this is a 5-year program and that it takes time to get approval for various permits for some projects.  

Town Manager Galligan stated that since this is a 5 year process he has not floated the full $10 million worth of bonds.  He has only taken out about $2 million so far.  

Mr. Gantick explained to Chairperson Prague that there is not any piping that could be done on Buckland Road for future expansion or curb cuts while the road is dug up for repaving.  

5.      New Business
Town Manager Galligan explained how the notes and bonds were handled for the Fire House project, which gave about an $804,000 savings to the taxpayers.  

Mr. Gantick discussed the pilot program of the asset management plans for the Town and Board of Education buildings.  He explained the report and spreadsheet received regarding the Town Hall.  It was stated that once all buildings have been completed the reports are going to be a wonderful guide for the Committee.  Mr. Gantick explained that some items can be budgeted and some may have to go through Capital Projects.  

Mr. Favreau gave an update from the Park & Recreation Commission and discussed changes made to the Master Plan.  He explained that by holding off on the Lawrence Road Park project, would allow other smaller projects to be completed since there is a lack of funding.  He confirmed that it would not impact the 2009/2010 request for funding.  Various Committee Members gave there opinions and suggestions regarding the idea of holding off on the project.  Ms. Snyder stated that these ideas and thoughts should be brought back to the Park & Recreation Commission but that the Capital Projects Committee supports their decision.  It was recommended that the Park & Recreation Commission be invited to a Town Council Meeting Work Session.

Mr. Gantick briefly discussed three projects that were submitted for potential stimulus funding through the Federal system for FY 2010.

Ms. Snyder made a motion to approve the January 21, 2009 Meeting Minutes; Town Manager Galligan seconded the motion; and the motion was approved unanimously.
