ARCHITECTURE & DESIGN REVIEW COMMITTEE MINUTES
APRIL 2, 2015    5:45 p.m.

The meeting was called to order at 5:45 p.m.  Lipe introduced John Scheib, local resident and architect, as the newest member recently appointed to the Committee.

  • Appl. 15-20P, Shea & Company Real Estate, LLC – request for site plan approval for conversion of an existing house into a real estate office at 49 Oakland Road, RC zone
Ben Wheeler, Landscape Architect with Design Professionals, presented the application.  The subject site is an existing single family home at 9 Oakland Road.  Margaret Shea, owner of the property and the real estate business Shea & Company, is proposing to convert this house into professional offices.


The existing footprint will remain unchanged.  Access into the front of the building will remain in same location and parking area out front.  Improvements to the building include converting the garage area into office space by adding a bay window in that space as well as upgrading the exterior of the building. Other elevation changes include adding vinyl siding to the exterior of the building with the lower half darker grey color, and a lighter color for the upper half.  The gable portion will be white vinyl siding and the windows will be accented with green shutters.  There is a 6’ x 6’ canopy proposed to cover the front stoop at the front door.


The sidewalk configuration will change slightly from what is shown on the submitted site plan to better accommodate handicap access from the parking area. Low growing evergreen shrubs will be planted along the frontage of parking areas with flowering shrubs shown to be planted along at the entrance.  In addition, the required parking lot landscaping will be added in the front parking area along the Oakland Road frontage. (The edge of the street pavement is about fifteen feet off property line.)


The proposed site lighting includes two new pole lights that are dark sky compliant LED fixtures, and proposed to be 12 feet in height to maintain the residential feel of the property.  The applicant discussed the isometric plan and the possible relocation of the poles on site to maximize aesthetics of the site and lighting levels in the parking areas.


Signage for the business is proposed on the building as well as a free standing sign out by the street.  Both signs are designed in conformance with the zoning requirements.  The street signage is solid panel with up lighting and the building signage will be an internally lit box sign.  The requirements for white background lit signs was discussed and understood by the applicant.


The Committee discussed the proposal. After review, it was the consensus that a favorable review be forwarded to the PZC.


The committee adjourned at 6:30 PM.
