Minutes of the Meeting
December 10th, 2014
Meeting called to order: 6:45 pm.  

Commissioners in Attendance:   Rob O’Connor, George Caye, Dan Rezende. Mike Kelly, Bill Nowak, Al Larson
Also in Attendance:  Ray Favreau, Stephan Wagner, Craig Zimmerman, Charlie Margolis, Jeff Timmons, Sharon Timmons, Bob Dickenson, Andy Paterna

Before we started the Agenda Al asked for a moment of silence to remember Cary Prague.
Approval of Minutes:  A motion was made by Mike Kelly and seconded to approve the November Minutes.   Passed unanimously.
Public Input:  Charlie Margolis, Chairman of the Human Relations Commission (HRC), asked to speak about a project the commission is starting.  They are looking for ways to enhance South Windsor.  They want to begin placing Park Benches in town with an artistic theme.  The group would like our input on where to place benches.  This year is a pilot project for one bench.  Rob suggested that they tie in with the history of South Windsor in the placement of the benches.  Charlie liked the idea and Rob further suggested looking at SWW & WW for areas of placement similar to their Bike Rack Program.  The Parks Dept. will help with the building and installation.  Al made a motion that was seconded to work with HRC in the placement of park benches throughout South Windsor.  Passed unanimously.  Ray asked that we call them Artisan Park Benches because there are other bench projects in town.
Craig wanted to mention that there will be a public meeting at Orchard Hill School on Monday December 15th at 6:30pm to show where the new school will be placed along with the surrounding fields.

Report of the B of E Liaison:  None

Report of Parks and Rec. Director:  
  • Barton Property:  Preliminary plans in the works for a multi-purpose site.  Debris management, Wapping Fair and possible Cricket Pitch.
  • Initial Site Plans are complete to convert the Nelson Property into the second Community Garden.  There will be 72 plots with a half dozen raised beds for handicap access.
  • $5300 was expended from our current PARC Master Plan for the Ayers Road Softball Field design.
Master Plan Subcommittee:  Next meeting is Tuesday December 23rd, at 6:30pm at the Community Center for anyone who wants to attend.
Andy Paterna said the Food Alliance has submitted for a $24,000 grant to feasibility study on the Priest Property.  He also said there was some vandalism on the house.  Parks crew has been cutting down the overgrowth of bamboo for probable sale at the Framer’s Market next year.
Al asked that the meeting end because of the 7 pm start time for the Public Meeting for the PARC Master Plan.
                
Meeting Adjourned at 7:05 pm

Motion was made at 9:15pm to reopen the meeting immediately following the public workshop.  Seconded voted and passed unanimously.  A motion was made by Al Larson to work with Ray on drafting a letter to the Capitol Projects Committee asking for $150,000 for PARC to continue work on our current 10 year Master Plan.  Seconded and voted on and passed unanimously.
Motion made and seconded to adjourn.  Voted on and passed unanimously.
