Park and Recreation Commission
Minutes of the Meeting
November 12th, 2014
Meeting called to order: 6:30 pm.  

Commissioners in Attendance:   Rob O’Connor, George Caye, Dan Rezende. Mike Kelly, Bill Nowak, Dick Gregorian, Gary Bazzano, Al Larson
Also in Attendance:  Ray  Favreau, John Caldwell, Stephan Wagner, Matt Montana, Jeff Timmons, Sharon Timmons, Sarah Caye, Emily  Guilmette, Ty Sarra, Peyton Silverman, Kevin Smith, Matt Kelly, Josh Inkel, Ray Zerg, Matt McCluskey, Ryan Small
Approval of Minutes:  A change was made to the September minutes.  A motion was made and seconded to approve the revised September minutes.  Approved unanimously.  Motion made and seconded to approve the October minutes.  Approved unanimously.
Public Input:  Al thanked all the SWHS students for attending the meeting.  He asked them to stay and participate in the public meeting at 7 pm.
Special Reports:  None

Report of Council Liaison:  Nothing new to report except the TC is going forward with the EOC center.  Al made a comment.  Back in September, Craig Zimmerman asked that PARC send a letter to the TC stating their position on the new fields.  Stephan Wagner asked that we get our priorities on our Master Plan first before sending a letter.  Ray agreed that maybe when all the public workshops are in and the surveys are done we may see different needs that the public wants to see and our priorities may change.  Members agreed to delay sending a letter until our Master Plan is updated.
 
OSTF:  A member wanted to know if the sign at the entrance to Donnelly Preserve could be moved closer to Sullivan Ave. by the DQ.  Ray said it may be a P&Z issue on the number of signs close to the road on that property.  He will look into it.  OSTF also questioned why the 11 acre property on the Dzen housing project wasn’t being mowed.  There were trees on the area over 6 feet and they are concerned of the area becoming overgrown like Lawrence Road Park. Parks was trying to lease the area for farming and it was denied by the town.  Ray also mentioned that the town has finalized the purchase of the King St. and Jones Farm properties as open space.  He is going to meet with the Demolition Delay Committee about removing the barn on the Jones Farm.  Signs will be placed on both properties to let the public know they are town owned.

Report of the B of E Liaison:  None

Report of Parks and Rec. Director:  
  • Barton Property.  A 16 acre parcel across from Mitchel Trucking is being looked at as a possible debris site for future storms.  This could also be an area for the Wapping Fair or a Cricket Field.  The town may us money from a Fee in Lieu fund from developers. The project will go before the Town Council then P&Z.
  • SW Comm. Foundation:  Has formed a Friends of Recreation Committee to pursue building a Miracle Field in South Windsor.  This project will be fund raised at 100%.  Working with the West Hartford Miracle Field Group.  One area being looked at is the Minor A little league field in the SWLL Complex.

Master Plan Subcommittee:  Next meeting is Tuesday November 25th, at 6:30pm at the Community Center for anyone who wants to attend.
Al asked that the meeting end because of the 7 pm start time for the Public Meeting for the PARC Master Plan.
