Minutes of the Meeting
Oct. 8, 2014


Commissioners in Attendance:  Katie Graham, Dick Grigorian, Mike Kelly, Al Larson, Dave Romejko, Rob O’Connor, Garry Bazzano
Also in Attendance:   Ray Favreau, John Caldwell, Steve Wagner, Andy Paterna

Approval of Minutes:  September Minutes were approved with one exception.  Katie Graham was also in attendance.

Al Larson reported that Andy Paterna resigned from the Commission last week now that he is on the Town Council.  New candidates are being considered as a replacement.

Public Input:  None

Special Reports:  None

Report of Council Liaison:  Nothing new to report

Report of Open Space Task Force Liaison:  Dave Romejko reported that the King Street and Jones farm properties were sold, 491 King Street, 11.25 acres, for $130,000 and Jones Farm, 16 acres, for $450,000.   

Report of Parks and Recreation Director:  

Ray made a request that Al Larson draft a letter on behalf of the Commission requesting that John Caldwell be named the second town Tree Warden exercising care and control of trees in public parks and open space in accordance with state statutes.
Over 600 PARC Master Plan responses have been received to either the short form survey or the focus groups conducted to date.
The Little League shack is complete at a total cost of $240,000 including monies and in-kind services.  The PARC contributed $100,000 of this total.
The realignment of the softball field at Ayers Road has gone to Capital projects.  There has been a slight shift in position of the field and sidewalks were added to the plan.  The BOE will contribute $100,000 for the Title 9 issues.  The PARC has offered to pay the rest as long as capital funds are both preserved and re-allocated in 2014-2015 fiscal year.
The skateboard park has been busy.  There has been some damage by pegs on the bikes.  Damage was repaired under warranty on 10/3.
A motion was made and passed to give the SWW & WW $450 to send 10 people to the Bike Walk CT annual dinner on November 24 at CCSU.

South Windsor Walk & Wheel Ways:  
Several events are coming up including the Haunted Torch Walk, Chapel Road cleanup, and the Full Moon Walk.
More community awareness is needed to get more volunteers for the Bicycle Education program.

Other business:  Based on the lack of attendance for the first PARC Master Plan Workshop tonight, consideration is being made to move the location of the remaining workshops.

Meeting adjourned at 7:30 pm.

The meeting was restarted briefly to discuss the best way to reach residents with the on-line survey through postcards to be handed out at the October 18 Fall Fest.  A motion was made and passed to approve $300 to purchase gift cards as incentive for residents to respond to the survey.  A meeting was set for Thursday October 9 at 1:30 pm to finalize the on-line survey.
