Park and Recreation Commission
Minutes of the Meeting
April 14, 2010

Meeting called to order: 7:45pm

Commissioners in Attendance:  Andy Paterna, Rob O’Connor, Craig Zimmerman, Jason Race, Dan Rezende

Also in Attendance:  Nancy Yario, Ryan Kane

Approval of minutes:  Motion to approve March 10th minutes with the change under Report of the Recreation Director, 6th paragraph, 4th sentence to read “She spoke stating it’s been more than two years and nothing was done.” Deleting the phrase “for about 40 minutes”.   Motion seconded and accepted unanimously.

Public Input:  Nancy Yario, spoke regarding the Bark Park and sound issues.  She has been in contact with Noise Pollution Clearinghouse of Montpelier VT and has provided their information asking that the Commission contact them for a free testing service.  She stated that she “does not believe that the landscaping will do anything to improve the sound issues”.

Report of Open Space Task Force: No report

Report of Recreation Director:   Ryan Kane, Assistant Director of Recreation reported for the department.  An update on the Rye Street Facility was given.  The Dura flex floor finish has been applied with thanks to Bill Greider; this donation has a $2,500 value. The LP Gas tank installation will be assisted by Liberty Landscaping in-kind!  The Concession equipment is in process with a $10,000 donation from Boston Pizza, the project is approximately $10,000 short of funds to complete.  Discussion regarding providing the funds to finish the project including asking the groups to provide some funding to the project.  A motion was made by Jason Race and seconded by Dan Rezende; “approve $5,000 for immediate use and an additional $5,000 to be used at the discretion of the Recreation Director, with the understanding that the potential user groups would be asked to provide funds to match the original $5,000 commitment.”  Motion accepted unanimously.
        The Baseball Field at Duprey Field has been temporarily closed due to backstop repairs.  Discussion incurred re: ways to inform public of closing of facilities.  Suggestions included “sandwich boards” placed at pitchers mound.
        The Annual Egg Hunt, sponsored by Imperial Oil and Plumbing was held on Friday, April 2nd.  The new location of the Stadium field was success and Mother Nature cooperated making the event a huge success with well over 4,000 visitors.
        The Department is currently doing to survey’s; one of which went to every resident and was designed as a questionnaire, the other is available at the front desk and is for general open ended input.

Discussion Topics:  The Draft Ordinance for Tobacco Ban in Public Parks was reviewed and the following changes were requested; A1. “Athletic, recreational and public park facilities means any athletic, recreational, public park and or open space facility including, but not limited to any playing field, ballfield, basketball court, tennis court, running track, playground or public park space which is owned and operated by the town, or its agencies.”  Motion to approve with added change above, and seconded, Motion accepted unanimously.  It has been asked that Ray Favreau contact the schools (SWHS & TE) for assistance in producing PSA’s.

SWWW:  Rob O’Connor reported on oncoming events for the group including; May 23rd Family Bike Road, May 1 & 8 Bike Rodeo’s at Orchard Hill & Eli Terry.  Rob also asked for approval for funding for promotional stickers for SWWW and was reminded that it would already be granted from previous approval of funds of $20,000

Skate/Wheel Park visits:  Craig Zimmerman reported back on the site visits done on Sunday, March 28th.  The general consensus was that Bristol had the best design and most active park.  Jason Race discussed safety concerns and questioned whether Bristol P.D. has seen a reduction in complaints of skaters in town outside of the park?  The consensus was to wait for the budget allocation then look for a location.

All other discussion items were tabled.
