Minutes of the Meeting
March 11, 2009
Meeting called to order: 7:35pm

Commissioners in Attendance:   Andy Paterna, George Caye, Jason Race, Sharon Parlapiano, Dan Rezende, Al Larson, Dave Romejko, Katie Graham, Rob O’Connor,  Ray Favreau
Also in Attendance:  None

Approval of December minutes:  Motion to approve February minutes.  Dave Romejko’s name was left off the minutes and needs to be added to the February minutes.

Report of the Recreation Director:  
VMP:  An inter-departmental meeting is set for March 19th to go over the opening of the 2009 season.  The new drains are at the town treatment plant and will be installed during the first week of May.  

Indoor Batting Cages:  Ray met with Planning and Zoning because of the change of the building to the first base side of the field.  P & Z had no problems with the change.  The building has been ordered and Craig may not need any funds ($50,000) from the PARC because of the fundraising the group has been doing.

Rotary Field:  Ray is having Musco Lighting relamp the whole field for approximately $11,000.  The project should be completed before the spring baseball season begins.   

Bark Park:  The bill from Chief Tyler for $13,867.49 was paid for by PARC capital projects funds.

Rye Street Park:  Architectural designs for the building are being asked for from three companies and should be under the $12,000 that PARC wants to spend for them.

High School Practice Fields:  The resolution for repairing the fields should be going before the Town Council at their next meeting, which is March 16th, 2009.  Ray will inform us if this project will involve PARC money already earmarked for other projects.

The 38th annual Easter Egg Hunt:  Set for Friday April 10th from 10:00 am to 1:00 pm on the High School practice fields.  The event is sponsored by Imperial Oil.

SWRD 40th Anniversary:  Scheduled for Saturday August 15th, 2009 at the community center.  PARC members think of some ideas that we can contribute to the event (handing out pedometers, water bottles etc.) and bring them to the April meeting. Rob O’Connor would like to see the family walking program from a couple years ago return.  We may be able to promote that program at the 40 anniversary and hand out pedometers at the event. We may want to get a banner made for a display table.  Tirebiter will be performing before the fireworks display at the end of the event.  

Online registration is at an all time high of 28%.

Ray has talked with the Town Manager about having a representative from the Parks Department attend PARC meetings.  He was told it would be mandatory but no one has attended any PARC meeting since we sent a letter over the summer requesting the Parks Department to attend meetings.

The Capitol Projects Committee has increased our allocation for the 2009/10 fiscal year to $250,000.  This still needs approval from Town Council.  The proposed budgets for the Recreation Department and PARC will be presented to Town Council at the April 6th regular meeting at 8:00 pm.  All PARC members are invited to attend.

Timothy Edwards Tennis Courts:  Quotes to repair the courts were about $25,000.  The town is working on fixing the courts to be ready for the fall of 2009.

SWW&WW:  The group is finalizing their master plan and wants to present it to the Town Council at one of the May meetings.  Sandy Fry from CRCOG did a power point presentation before the Planning and Zoning on March 10th called “Complete Streets in South Windsor”.  She would like the town to have a uniform policy relating to alternative transportation (Walking/Cycling) when any new projects are presented.   SWW&WW has a section in their Master Plan that addresses this need.

PARC Master Plan:  The new update in our packets includes the new figures for Lawrence Road Park.

PARC will need to review our by-laws at a future meeting and see if any changes are needed.
