Park and Recreation Commission
Minutes of the Meeting
February 24th, 2010
Meeting called to order: 8:40pm.  

Commissioners in Attendance:   Andy Paterno, George Caye, Sharon Parlapiano, Rob O’Connor, Al Larson, Craig Zimmerman, Mayor John Pelkey, Ray Favreau
Also in Attendance:   Nancy Yario, George Hill

Approval of minutes:  Motion to approve January minutes was seconded and accepted unanimously.

Public Input:  Nancy Yario dropped off her proposed plans for a buffer zone for the Andries Trial neighbors bordering Chief Ryan Way and adjacent to the Bark Park.
Council Liaison:  Mayor John Pelkey:  The Town Council passed the Town of South Windsor Public Park, Open Space, and Facility Naming Policy at their February 1st, meeting.  
The SWW&WW presented their Master Plan to the Town Council on February 16th, 2010.  The Council will be voting to adopt the SWW&WW Master Plan at the March1st meeting.  Mayor Pelkey would like the town to apply to the League of American Bicyclists to obtain Bicycle Friendly Community status at the “Bronze” entry level, with the goal of working up the ranks to silver, gold and ultimately platinum.  

Open Space Task Force:  They are currently looking at a couple a properties.

Special Report:  Al Larson, Representing “Friends of South Windsor Swimming”, gave a presentation to the PARC asking that they support the newly formed South Windsor Girls and Boys Swim Teams.  He would like PARC to donate a part of PARC operating expenses to help with the start-up costs of the program.  The BOE recently added the varsity teams to the 2010-11 year but will not fund the teams for three years.  The “Friends of South Windsor Swimming” have estimated that they need $85,000 for the first three years.  The teams will be swimming all their meets at the Star Hill Athletic Family Center in Tolland, CT.  Al would like to see the town build and indoor swimming facility in town in the next five to ten years.  People can also make donations to the swim teams through the South Windsor Community Foundation, Inc. by going to their website; www.swfoundation.org/friendsofswimming.htm.  Al excused himself from the donation discussion.  Craig Zimmerman made a motion to donate $1500 to the Friends of South Windsor Swimming to help in the start-up costs for the boys and girls swim teams.  Motion was seconded by Sharon Parlapiano.  The motion was voted on and passed unanimously.  Al returned to the meeting and thanked the members for their help.

Report of the Recreation Director:  Boston Pizza has committed $10,000 for the purchase of concession equipment at the new building at Rye Street Park.  They would like a sign placed above the concession window for three years for their donation for the equipment.

Hoots Chalk Talk a huge success with the eighth graders Friday morning, Feb. 5th (about 400).  Not a good turnout for the public session Friday evening at 7pm (about 40).  And approximately 150 coaches attended Saturday mornings presentation.  People can go to www.ctalbb.com and go to live stream and click on health to watch his talk.

Craig asked Ray what is going on with the new field at the High School.  Dr. K has shut down its use for anyone but high school teams.  Mayor Pelkey will bring up the question of the field use at the next Capitol Projects Meeting.

Al Larson Made a motion that was seconded in welcoming back Craig Zimmerman to the PARC.

Skate Park:  Some of the kids from the Skating Group are coming to the next meeting with ideas for three of the best and three of the worst skating facilities in the area.  Ray is going to set up a Saturday for PARC members and the skate group to visit these facilities to get ideas for a new Skate Park in South Windsor.
