Minutes of the Meeting
September 9, 2009
Meeting called to order: 7:45pm.  The group had met at the Rye Street Park Shelter for a walk through before the general meeting.

Commissioners in Attendance:   Andy Paterno,Steve Harz, George Caye, Sharon Parlapiano, Al Larson, Rob O’Connor, Katie Graham,Dave Romejko, Ray Favreau
Also in Attendance:  Gary Bazzano, Mike Saimond, A group of local youth skaters (17).

Approval of minutes:  Motion to approve June minutes was seconded and accepted unanimously.

Public Input:  A group of skaters from town presented a request to build a skate park in South Windsor.  This would allow them to skate in a designated area and away from stores, parking lots and schools.  They do not have a specific area.  They would like to see it placed in Nevers Park but space is limited in the park.  They also noted the there is a park for dogs and not skaters.  They were told that the skate park is in the PARC Master Plan for 2010-11.  The PARC would need to talk with Police Chief Tyler and his Youth Officers for some suggestions as to the building of a Skate Park.  The group will come to the next meeting with plan design suggestions.  They want a concrete pad for the park.  Mike Saimond commented in support of the group.  He also expressed an interest in building a Disc Golf course in South Windsor.  He would be able to get a group of golfers together to meet with PARC in the designing and building of the course.  Wapping Park was suggested as a potential good site for the course.

Report of the Recreation Director:

Nevers Park:  Rotary field totally relamped by Musco Lighting.  Little League has offered $60,000 to help in the lighting of Nevers Baseball Field.  The total cost to light the field will be approx. 150,000-175,000.  The Batting Cage Building is just getting started.  Craig had a few people back out of some in-kind services.  The 40th Anniversary of the Rec. Dept.  was a success.  Over 4,000 people were in attendance and the fireworks were a big hit.  

Bark Park:  Ray received a letter from someone on Andreis Trail recinding an earlier letter they had sent in support of the park and asked that the park be moved.  There has also been a complaint of someone bringing their large dog into the small dog area.  The police have been to the area for this matter.

Rye Street Park:  Some members met at the Park at 7:00 pm to walk through the new building.  The building will not be ready for the Grand Opening Ceremony for the new Fields at Rye Street Park this Saturday September 12th at 4:30pm.  All PARC members are invited.  One issue has come up concerning the new fields.  Public Works has refused to line the large soccer field that goes perpendicular to the two small soccer fields with a different color of paint.  They sent e-mails to the soccer group stating that they could not do the large field.  The matter is being looked into.
The AED has been purchased for installation in the new building.  The building should be ready by the end of the month.  Ray reviewed the total cost of the building at the meeting.  Right now we are $3883.00 short for the total.  A motion was made and seconded to allow Ray to spend up to $10,000 to cover any final cost overages to the project.  The motion passed unanimously.  Ray is also working with the groups that will be using the shelter drafting a “RYE ST. PARK SHELTER USAGE GUIDELINES AND POLICIES”.

Wapping Tennis Courts:  The lights are malfunctioning.  Ray is looking into repair costs.  He also noted that all the tennis courts in town are in some sort of disrepair and need to be seriously looked at by the town for critical repairs.   

Lawrence Road Park:  Ray has four sets of final plans for the park.  PARC needs to present them to the Town Council and have a plan for what is next for the park.

SWW&WW:  The subcommittee is finalizing their Master Plan and will be making a presentation to PARC at the October meeting.  After this they will sent a copy of the plan to all the necessary groups and commissions in town.  They will then set up a time to make a presentation to the Town Council for their approval of the plan.
