Minutes of the Meeting
June 10, 2009
Meeting called to order: 7:35pm

Commissioners in Attendance:   Steve Harz, George Caye, Jason Race, Sharon Parlapiano, Dan Rezende, Al Larson Rob O’Connor, Katie Graham, Ray Favreau
Also in Attendance:  Gary Bazzano, Town Council Liaison;  Ginny Hole, SWW&WW;  Robert Dickenson, SWW&WW;  Roy Normen, SWW&WW; Dawn Mulholland, TOSW GIS Technician; and Drew Guild, TOSW I.T. Dept.

Approval of minutes:  Motion to approve April minutes was seconded and accepted unanimously.

Special Report:  Dawn Mulholland, GIS Technician for the town of South Windsor gave a demonstration on the uses of the town’s GIS Website.  The site is on the SW Website under “what’s new” links.  She reviewed the many uses of the GIS system.  Maps with trails can be generated and e-mailed to anyone or printed for personnel uses.  The system can also be used to generate a mailing list around certain areas (i.e. parks or trials in town).

Public Input:  Ginny Hole from the SWW&WW is looking to purchase a bike rack for the Veterans Memorial Park. The group has been looking at many different companies for bike racks and has selected DERO bike racks for this project.  SWW&WW would like to get a Hoop designed rack that would hold ten bikes.  The side of the rack would have the SWW&WW logo on it and the rack would be a light green powder coat color similar to the colors of the group’s logo.  The SW Junior Women’s club has made a commitment to raise money for SWW&WW for the next three years.

Gary Bazzano:  The Town Council has passed the budget for the next fiscal year.  Capital Projects Committee has allocated $100,000 for PARC.  Gary would like to see the Rye Street Building completed this fall.  

Report of the Recreation Director:
Ellsworth:  Donco Electric has completed improving the lighting around the basketball hoops and also placed a light switch for the staging area.

Nevers Park:  Rotary field should be re-lamped soon by Musco Lighting.  They will replace and adjust all 90 lights for $11,000.  Ray received a letter for the cost of placing a natural buffer on the east side of Chief Ryan Way.  Arborvitaes (5 to 6 feet high) could be planted on the east side of the street.  The cost would be approx. $150.00 per tree.  If the entire length of Chief Ryan Way from Andreis Trail to the culdesac was done the total cost would be between $12,000 and 25,000.   Ray will speak to Mr. Pollack about the cost and explain to him that at this time there is no funding available for this project.  He will also inform them that there is no commitment from PARC or the town of South Windsor to do this project.

The building for the batting cages is being delivered June 11th.  

Rye Street Park:  MEP designs will be completed this week.  Ray will meet with Tim Starr to deliver the final plans and get the final cost of the project.  Ray should get the okay in the next few days to start the project with the hope of completing the building in September.

40th Anniversary of the Rec. Dept.:  To be held in Nevers Park on August 15th 2009.

All three South Windsor Travel Girls teams won their respective championships; and were formally recognized at the June 1st Town Council Meeting.  CONGRATULATIONS GIRLS.

Safe Routes to School:  Grant applications are being drafted for E.T., PRS, and O.H. for State funds to improve walking and biking to school in these areas.

School Newsletter:  The Rec. Dept will be sending a monthly newsletter to the elementary and middle schools instead of single paper flyers.  Test runs done for May and June this year.

Stantec will be providing four more copies of the finalized plans for Lawrence Road Park.  PARC will not have to purchase more copies.

A motion was made and seconded to spend up to $1500 for the purchase of one bike rack for the Veterans Memorial Pool through the SWW&WW Capital Projects Funds.  The motion was voted on a passed unanimously.

A motion was made and seconded to purchase an AED for the new Rye Street Park Building not to exceed $1811.  The money would come from PARC’s operating budget from the 08-09 fiscal year.  A vote was taken and it passed unanimously with Jason Race abstaining from the vote.  

PARC will need to make a decision at the July meeting on when to present the final plans on Lawrence Road Park to the Town Council.  It was discussed that we should present at the July 20th meeting.  PARC members will go over the final plans at their July 8th meeting and ask Gary Bazzano to put this on the agenda to present to the Town Council on July 20th.
