Minutes of the Meeting
May 13, 2009
Meeting called to order: 7:35pm

Commissioners in Attendance:   Andy Paterna, George Caye, Jason Race, Sharon Parlapiano, Dan Rezende, Al Larson, Dave Romejko, Rob O’Connor, Ray Favreau
Also in Attendance:  George Hill, Nancy Yario and Gary Bazzano

Approval of minutes:  Motion to approve April minutes was seconded and accepted unanimously.

Public Input:  Nancy Yario spoke about the continuing noise and traffic around the Bark Park.  She would like to know what is being done to try and decrease the noise in the area.  George Hill said that there is a safety issue with the parking and that no parking should be on both sides of Chief Ryan Way. He has seen parking all the way to the parking lot on the south end of the street.  Ray has spoken with Mike Pollack about the planting of trees for a natural buffer zone on the east side of Chief Ryan Way.  He is still waiting for a cost of the work from Parks and Grounds.   Andy Paterna asked PARC members to take time over the next month to visit the area and check on the neighbor’s concerns.

PARC members asked Ray Favreau to send present a gift certificate of $50 to Atlanta Bread to Priscilla Snow and we hope Jim is back on his feet soon.    

Report of the Recreation Director:

Budget:  There may be issues with the Town Council in their use of the Recreation Dept. “special revenue fund balance”.  The council has entertained a suggestion  to take some of the money (current balance is $246,000+) to help with the 09-10 budget.  The fund balance is used by Rec. as a contingency to cover any unseen problems or needs with town rec. programs.  It is also utilized to accomplish recreation related improvements and enhancements to recreation programs, facilities and services unmet through the standard budget process.  This is not money generated by taxes.  It comes from user fees.  If the Town Council were to take this money it would be double taxing the people who use town programs.  

GIS Website:  Dawn Mulholland will be at the June 10th PARC meeting.

Lawrence Road Park:  Ray had the final plans for the park delivered to his office today from Stantec.  Ray will see if there are more copies to be delivered as per the contract.  If none are available a motion was made by Dave Romejko for Ray to spend up to $500 to make 4 sets of copies of the construction drawings.  Seconded by Jason and voted on and approved unanimously.  Jason Race would like a memo sent to all Town Council Members informing them that the final plans for Lawrence Road Park are now in the Recreation Office.  Other copies are being made and will be available in the Town Hall and the Library.  PARC will be presenting the plans to the Town Council at a future meeting.  

Rye Street Park:  The Town Council waived competitive bidding on the Park Shelter at their April 27th meeting.  Ray has set up a meeting with New England Buildings and Matt Galligan for Friday May 15th to draft a standard contract.  The final specs are almost complete.  The building should be completed by the fall of 2009.  Ray is waiting for an OK from the town to have Musco Lighting install a timer for the lights on the field.

Nevers Park:   May 27th is the rededication of the Rotary Pavilion at 5:30.  Rotary will be holding their meeting at the Pavilion.

Capital Projects:  Money for PARC for 09-10 year is now at $100,000, down from the original request of $250,000.  That could be eliminated at the Town Council meeting when they finalize the budget for the upcoming year.  Stay tuned.

VMP:  Pool drains have been installed and the pools will be ready for the summer opening.
