Park and Recreation Commission
Minutes of the Meeting
April 8th, 2009
Meeting called to order: 7:35pm

Commissioners in Attendance:   Andy Paterna, George Caye, Jason Race, Sharon Parlapiano, Dan Rezende, Al Larson, Dave Romejko, Katie Graham, Rob O’Connor, Steve Harz, Ray Favreau
Also in Attendance:  Joan Walsh, John Pelkey, Kathy Hale, and Gary Bazzano

Approval of minutes:  Motion to approve March minutes was seconded and accepted unanimously.  

Report of the Recreation Director:

Next Rec. Dept. meeting with Public Works is on April 16th at 2:30 in the Town Hall.  Any PARC member is welcome to attend.
 
VMP:  A walk through with the cooperating Town Departments is set for April 16th.   The new drains are at the treatment plant and will be installed during the first week of May.

Ellsworth:  Lighting by the basketball goals in the gym will be upgraded this summer.  

Nevers Park:  Indoor Batting Cages:  Construction to begin in May.  Rotary Field:  Field to be totally relamped in May by Musco Lighting.  The Rotary Pavilion is almost complete.  The kitchen has been remodeled.  A rededication of the Pavilion will be done after completion.  All the renovations were done by the Rotary Club of South Windsor.  Safety nets are being installed this week to separate the lacrosse fields.

Rye Street Park:  Ray received a proposal for $12,000 from Consulting Engineering Services, Inc. to provide Mechanical, Electrical and Plumbing drawings for the proposed Rye Street Park Shelter.  A motion was made and seconded to “Accept the proposal from C.E.S. for $12,000 to provide the needed M.E.P. drawings for the Rye Street Park Shelter”.  Voted and accepted unanimously by PARC members.  Ray will get the contract to C.E.S. and they will be able to get us working documents in two weeks.  Another motion was made by Jason Race and seconded for “The Town of South Windsor to waive the competitive bidding process on the Rye Street Park Shelter”.  This motion was voted on and accepted unanimously by PARC members.

The 38th annual Easter Egg Hunt:  Set for Friday April 10th from 10:00 am to 1:00 pm on the High School practice fields.  The event is co-sponsored by Imperial Oil.  

The 26th Annual Fish Derby will be held on Saturday April 25th from 9am to 1 pm at the Dzen Tree Farm Pond.  The event is co-sponsored by the Super Sixty Club.

South Windsor Community Foundation:  Celebrated its 5 year anniversary on March 31st at the Rockville Bank headquarters.


The Capitol Projects Committee:  Cut PARC funding back to $175,000 to help fund the High School Practice Field repairs.

Timothy Edwards Tennis Courts:  Due to lack of funding, the repairs to the courts may not be done until next year.  Also Rob O’Connor mentioned that areas of Wapping Tennis Courts are in need of repair.  Some of the stanchions are pulling out.  The courts need to be put back on a rotating yearly maintenance.  

SWW&WW:  The group is finalizing their master plan and looking for areas to place some bike racks.  The first site may be VMP.

Safe Routes to School:  Orchard Hill is having a “Walk to School” on April 9th.  Eli Terry School is looking to do their first “Walk to School” in April.

There has been no one from the Parks Department attending PARC meetings.  Andy Paterna will speak with Gary Bazzano about having the Town Manager speak with the Parks Department.

Dawn Mulholland, the town’s GIS Technician has asked to do a demonstration on the use of the town’s GIS Website.  She will present at the May 13th meeting at 7:30.  George Caye will send an invitation to all SWW&WW members to attend and ask Ginny Hole to give us an update on the group’s progress.

The Rec. Dept. has set up a “Kenny Offiali Scholarship Fund” from donations it has received.  This will be available to any “children in need” for registration fees, or equipment associated with the youth basketball in town.  To date $2,165 has been collected.

Lawrence Road Park:  Ray has not received the final drawings from Stantec.  Final invoices will not be paid until final deliverables are received and satisfactory.
 
Ray gave all members a copy of the PARC by-laws.  PARC will need to review the by-laws for the May 13th meeting, to make any necessary changes and adopt the by-laws.
