Minutes of the Meeting
January 14, 2009
Meeting called to order: 7:35pm

Commissioners in Attendance:   Andy Paterna, George Caye, Katie Graham, Jason Race, Sharon Parlapiano, Dan Rezende, Jim Snow, Ray Favreau

Approval of December minutes:  Motion to approve December minutes

Report of the Recreation Director:

VMP:  Approved funding of $14,000 to $15,000 needed to retrofit all the pool drains will be coming from the Town Council Contingency Fund.

Rye Street Park:  Concession/Storage/Restroom building; Ray Favreau went before P&Z with the building plans.  They approved the building plans on 1/13.  Ray met with Lawrence Associates to get a quote on architectural drawings for all the plumbing and electrical specs needed for the building.  A motion was put forward and seconded for Ray Favreau to spend up to $12,000 for structural design of the building.  Motion passed unanimously.  This will provide foundation and slab design services, plumbing, power and lighting design services.
Ray also has a quote from Musco Lighting for $10,300 for an electrical Musco Control Link at the electrical shack at Rye Street Park.  It would link all the lighting to a control panel with codes for all sports group to access.  This would also let the Rec. Dept. bill usable hours to each sports group according to their individual pass codes.   This will eliminate the need to go into the electrical shack to turn on any lighting needed at the park.

Rotary Pavilion:  Expansion should be completed by the spring.  Kitchen upgrades and the concrete floors are still being worked on at this time.

TRIBES Training:  Assistant Superintendant of Schools, Dan Hansen, in a shared service initiative, worked with the 4th R Before and After School program staff.  He provided them with a modified version of the TRIBES program which is currently required for all elementary school teachers.  Ray Favreau, Ryan Kane and Keri Apt also attended the sessions.  This training is an attempt to standardize the approach with the students before, during and after school.  The Before and After program staff was the first group of their kind in the country to go through this training.  

South Windsor Community Foundation:  First meeting for First Night 2009 was held on Jan. 9th.  Only 12 people attended, mostly members of the foundation.
Cheryl Cohen from the Therapeutic Farm will present at the Feb 11th PARC meeting.
Youth Sports Initiative:  The next ECHO coaches training session is scheduled for Jan.21st from 6-9 pm at TE.

Safe Routes to School:  The committee is working on a walk to school at Eli Terry Elementary School.  The Town Council and The Board Of Education adopted a resolution supporting the program.  This will allow the group to apply for State and Federal Grant money for future projects.

SWW&WW:  The group is finalizing the master plan and may be looking to place some bike racks at certain town locations in the spring.

Leadership Round Table:  There will be Leadership Round Table on Monday January 26th from 7-9 pm in the Friends Room at the South Windsor Public Library.  Please let Ray know if you are able to attend.  He will present an update on Lawrence Road Park at this meeting.  Ray is still waiting for the final plans from Stantec on the park.
Ray provided the PARC members with an updated membership list as well as a list of the current Town Council Members.

Master Plan:  The new draft dated 12/10/2008 was reviewed with the current changes.  Ray will be presenting this at the next Capitol Projects Meeting
Ray Favreau is in the process of drafting a policy for the Recreation Department to use for all background checks.  He will get help for the SW Police Department as well as theTown Attorney.  He would like the support of PARC on this matter.
