Minutes of the Meeting
December 10, 2008
Meeting called to order: 7:35pm

Approval of November minutes

Indoor Batting Cages:  Ray had spoken with the Town Manager and reviewed the minutes of the Town Council and noted that the Town Council approved to match funds up to $50,000 to be taken from the Capitol Non Recurring Fund and not from PARC money.  He confirmed this with the Town Manager.

Report of the Recreation Director:

VMP:  $14,000 to $15,000 will be needed to place new drain covers in the pools to bring them in compliance with the new Virginia Graeme Baker Pool & Safety Act.  The drains must be in place before the pool opens for the 2009 summer season.  Ray would like to recommend that the Town Council help pay for the Security upgrades to VMP and the Rec. Dept. will cover the cost of the drains.
Rye Street Park:  New England Building (Tim Starr) came in with a quote of $121,193 for construction of the Concession/Storage/Restroom Building.  This is about $10,000 less than the Morton quote.  Mr. Starr would also be the General Contractor for the whole project and not just the building.  A motion was made to except this quote and go with this to Town Council.  A vote was taken and accepted unanimously.  The next step is to present this to Town Council and ask them to waive competitive bidding and let New England Building oversee the entire project.  This is almost $30,000 below what we had budgeted for the project.  It should also be noted that we had $20,000 in the PARC budget for architectural plans for the project that will not be needed. Ray will let PARC members know when this will go to council so we can be there to show our support of the project.  
South Windsor Community Foundation:  An organizational meeting is set up for January 8, 2009 at the town library from 7-9 pm to discuss the First Night South Windsor slated for Dec. 31, 2009 .  Their website is firstnightsw@live.com.  They are also helping Cheryl Cohn in starting a Therapeutic Farm on Main Street in town.  The farm will be set up for handicapped and disabled children.  Ray will ask her to come and present at our January PARC meeting.
Youth Sports Initiative:  ECHO will be doing a random player base-line survey for all ages of the Rec. basketball program on December 13, 2009.  They are also looking to have a mid-winter clinic with Walt Luckett and Chris Smith.   The ECHO Summer Camp has received an endorsement from the Justice Education Center.  The Rec. Dept. is working on the program for the summer of 2009.
Safe Routes to School:  The committee presented to the Board of Education and received an adopted resolution for the board of full support.  They will present to the Town Council for the same purpose at their December 15th meeting.
YMCA Pool:    The Y is looking for the Town of South Windsor to provide $500,000 over the next five years towards the building of a new 20 million dollar facility on Pinney Street in Ellington.  They are breaking ground for phase 1, indoor aquatics at $12 million, in the spring of 2009.  The town would like to have a high school swim team at the facility. They will be presenting to the BOE at a future meeting.
Rotary Pavilion:  Storage room is about complete.  Siding and doors are being installed.  The concrete floor and new roofing will be done next week.  Electrical is being upgraded when the kitchen is remodeled.  The work should be completed by the spring rental season begins.
Master Plan:  The new draft dated 12/10/2008 was reviewed by all PARC members present and was revised.  Ray will update the plan and present it as a DRAFT to the Capital Projects Committee.  He will bring the revised draft to the January meeting.
