Minutes of the Meeting
February 13, 2007

Meeting called to order: 7:35 PM

Commissioners in Attendance:   Andy Paterna, George Caye, Andrea Momnie, Dan Rezende Al Larson, Rob O'Connor, Ray Favreau
Also in Attendance:  Cary Prague, Craig Zimmerman, Tom Hammerberg (Vollmer Assoc.) Roseanne Sepula

Public Input:  Craig Zimmerman stated that the original figure in the Master Plan for Lawrence Road Park was $300,000.  He wants PARC to commit top the whole 1.1 million for the park plan or do nothing to Lawrence Road Park and use the $300,000 on another project or put trails in Rye Park.  He also stated that it will cost $160,000 for the clearing of the park only.  He is going to recommend at the Town Council meeting to put all the money in for Lawrence Road Park or put the money into trails at Rye Street Park.

Tom Hammerberg from Vollmer, making his second visit with the commission, presented the plans for Lawrence Road Park.  He re-capped the initial park proposal with all the desired features which came in at a total cost of approx 1.1 million.  He gave a break down of a second revised plan at a cost of $667,739.40 to get the park started.  And, a third bare bones version at $380,000 was drafted by the group and Tom on the spot.

Council Liaison:  Cary Prague informed the PARC that the Town Council is ready to move forward with Lawrence Road Park.  He recommended getting total cost of the park down to $350,000.

The Commission agreed to present three plans with related adjusted cost estimates for each one to the town council on Tuesday Feb. 20 at 7pm.

Report of the Recreation Director:


Recreation Dept. has had 20% of registrations done by on-line to date.

Two page hand-out given to PARC members with the rec. dept. in mind on the Elementary School Facility Expansion Considerations.

Ryan Kane started a Day Camp focus group.  The first meeting was this evening. He will meet with parents who have enrolled their children in the Camp Discovery day camp to gather their input on how they feel the camp in working.

Boundless Playground Project:  "Become A Sponsor Night" was held Feb. 9th at the Fred Astaire Dance Studio at Town Center.  75-80 people attended.  Estimated that $6,000 was raised and an additional $10,000 pledged for services.

Youth Sports Culture Initiative:  Ray Favreau has recommended bringing in a speaker for the Youth Sports Initiative.  He would like to have Brooke de Lench to present a 1.5 hour session on "Role of Mom in Youth Sports".  He asked that the PARC sponsor the event for $2,000.
A motion was made by Al Larson and seconded to allocate $2,000 to sponsor the speaker for this program.  Voted on and passed unanimously.

Lawrence Road Park project will be presented to the Town Council on Tuesday Feb. 20th at 7:00 pm.  At the meeting Tom Hammerberg from Vollmer Assoc. will present the actual plans/drawings to the council as part or our report.

PARC budget was reviewed and further discussion of the budget will continue at our March meeting.

The Recreation Dept. budget was reviewed and will be discussed at our March meeting.
