Minutes of the Meeting
December 12th, 2007
Meeting called to order: 7:36pm

Minutes of the November meeting were approved and seconded.

Steve Harz was introduced as a new PARC member replacing Rich Mabey.

Public Input:  Craig Zimmerman presented a proposal to PARC to build an Indoor Baseball/Softball Practice Facility.  The facility would be built by the third base dugout on Rotary Field.  The building would resemble the dugouts and would be 30 by 75 feet.  The cost would be about $100,000.  The facility would house two batting cages/pitching mounds and would be available year round for all baseball and softball programs.  Mr. Zimmerman is looking for a $50,000 commitment or half the total cost of the project up to $50,000.  He wants PARC to include this project in our revisal of the PARC Master Plan in the year 2012-13.  The rest of the funds will be raised by the American Legion Baseball Teams.

Report of Open Space Task Force:  Jim Snow reported that the Dzen Tree Farm subdivision is on hold due contamination found in the soil and pond.

Report of the Recreation Director:  Ray Favreau gave everyone an estimate for the VMP repairs.  Town Council waived competitive bidding for the cover replacement.  

The electronic scored at Ellsworth Gym was installed last week.  The electronics should be working this weekend (12/16).  

The bills for the Bark Park have been paid in full.  The town paid a total of $20,257.11 leaving a balance of $14,742.89 of the original $35,000 budgeted for the project.  Next year there will be a paved path from the parking lot to the bullpen and a hard pack inside both dog parks from the bullpen to assist those handicaps residents with dogs.

All of the Rec. Summer Camps have received ACA Re-Accreditation.  

Annual Winter Wonderland sponsored by Karen O'Connor of Coldwell Banker was a success. 120 children were at the event.

The PARC biking subcommittee met on December 5th, 2007.  The name of the committee is "South Windsor Walk and Wheel Ways.  They are working on a mission statement and a logo design.  The first priority was to establish current routes and trails in South Windsor and place them on a town map for use by town residents.  The next meeting is January 2nd, 2008.

The will be a mandatory meeting for all PARC members on Tuesday January 29th, 2008 in the Town Council Chambers for the  "Review of Ethics in Government and Freedom of Information Regulations".

Plans are finalized for Rye Street Park phase II athletic field development and bid specs are being done.

PARC members revised the 12/13/2006 draft 4 Park And Recreation Master Plan.  Added items were architectural design of a concession/storage/restroom building at Rye Street Park; Funds for the Wheel and Walk Ways committee; Water features at Veterans Park; Indoor batting cages at Rotary Field; 9 Hole Disc Golf Course at Wapping Park; and a Cricket Field Pitch.  These items will be added to the new revised plan and reviewed by PARC at the January 2008 meeting.
