Town Moderator, Robert J. Long, called the fourth session of the 2011 Annual Town Meeting to order on June 27, 2011 at 7:32 p.m. at the Town Hall Auditorium, 298 Central Street, Saugus, MA with 41 members, plus the moderator present.  




Joyce Rodenhiser and Edward S. W. Boesel were appointed and sworn as tellers.




Raymond Lawrence will, as a courtesy, be making motions this evening.

Moderator Long recognized and thanked Edward Carlson for graciously consenting to fill the vacant seat in Precinct Nine. Moderator Long further thanked the Finance Committee for their continuous hard work, noting that they have been meeting since March, sometimes struggling due to illness, personal engagements and work responsibilities, but because of their dedication, they have been successful in meeting regularly. Moderator Long personally thanked Chairman Robert Palleschi, for his 33 years on the Finance Committee, as well as Kenneth DePatto, Vice Chairman; Louis J. Rossi, Jr.; Theresa Katsos; Ronald Jepson; Joh M. Reed; George DeDomenico; Carl J. Mirabello; and Diana Tai Yan White. Moderator Long thanked Town Clerk, Joanne Rappa and her staff, Marianne Moses and Patricia Flickinger for their assistance as well.

Article 1. Reports of Committees.




Mr. Palleschi, Chairman of the Finance Committee, thanked all members of the Committee for their hard work during a very difficult year. Mr. Palleschi noted that the budget is a work in progress and plans on having the Finance Committee meet during the summer so they will be well prepared for pending changes in the fall. Mr. Palleschi stated that if members had questions on the Water Enterprise article, Town Manager Bisignani and Kathryn Griffin, the Town’s Water and Sewer Rate Consultant, are both available to answer questions.

To see if the Town will vote to increase water rates with all receipts to be held within the Water Enterprise Fund to be used exclusively for water expenses, water maintenance, water debt and interest and water improvement programs, or take any other action relating thereto. Robert Cox questions the calculations of the 8.6% increase, wondering if this is a realistic cost or is it an artificial inflation of figures, to which Manager Bisignani stated that it is absolutely not a padded inflation. The process is based upon Chapter 44 and Department of Revenue Guidelines that include strict formulas which are followed by the book. It is a factual budget and urged Members to support the 8.6% increase.




Maureen Dever asks for a roll call vote on all motions on Article 23.




Mr. Manoogian, Robert Palleschi, Janet Leuci, Stephen Sweezey and Edward Boesel all spoke regarding the article.

Superintendent Langlois reflected on improvements recently made in the school system, stating that he was very proud of the achievements, doing more with less. The additional $700,000 budget increase is certainly appreciated and a step in the right direction, but respectfully requested additional funding to close gaps in budget.

210- Police Department Budget




Maureen Dever asked for the Chief of Police to give some details about a grant recently received by his Department. Police Chief, Domenic DiMella, explained that he applied for and received a Federal Cops Grant for $660,000 to cover the costs of hiring and training three police officers for three years.

301 – Vocational School Assessment




Mr. DiNardo stated that he is hoping that our new State Representative will work on the issue of the Vocational School formula so that Saugus no longer has to pay an unfair portion of the assessment.




Peter Rossetti responded by saying that State Representative Donald Wong has already co-sponsored new legislation to equalize tuition fees. Cities are in opposition, but the bill is making progress. Mr. Lopresti asked if Saugus students could possibly attend Lynn Vocational School, to which Mr. Rossetti replied no, they could not, as they accept Lynn residents only.

492 – Building Maintenance Department




Ann Devlin stated that she was interested in this budget as a possible source for funding of Pranker’s Pond, which is in Dept 650- Parks Department. Mrs. Devlin further explained that she is concerned about the fact that Pranker’s Pond is not funded, as we must place a higher value on this “hidden Jewel”. She suggested that $6,000 be reduced from the Sr. Clerk salary line item in this budget to cover the cost of manning Pranker's Pond. Therefore Mrs. Devlin makes a motion to amend Article 2 as follows and asks for a roll call vote on the amendment:




Reducing the proposed salary for the Building Maintenance and Construction (P.43) Senior Clerk Typist from $23,400 to $17,400 and restoring the funding for Pranker’s Pond in the amount of $6,000 under Parks (Pg. 55)




Seconded at 9:15 p.m.




Town Manager Bisignani explained that because the Building Maintenance Supervisor was doing all of his own scheduling and paper work, he was unable to use his time in the field, where it is needed. Cutting this position would be counter productive. Mr. Bisignani stated that this was an agonizing decision, as he agrees that Pranker’s Pond is a hidden jewel, but feels this was the right decision.




Mrs. Rodenhiser, Mr. Cox, Mr. DiNardo, Mr. Maltais, Mr. Manoogian, Mr. Moriello, Selectman Serino, and Ms. Johnson, who made a motion to amend Article 2 by reducing Playground Maintenance in Department 650 – Parks Budget by $6,000 and add $6,000 to Pranker’s Pond, all spoke on the subject.




Ms. Johnson’s amendment was seconded at 9:40 p.m.




Mr. Attubato, Selectmen Crabtree, and Mrs. Dever further discussed the issue.




A vote came on the Johnson Amendment

Jean Bartolo asked why the Library’s budget went up and if it was possible to take $6,000 from there and put it back into the Building Maintenance Salary budget that was just cut.




Pam Gill, Library Board of Trustees, stated that there are contractual obligations which must be covered. Ms. Gill also reminded her that there is now a full-time Library Director’s salary in there as well. Ms. Gill stated that this is the bottom line if they are to sustain certification.
