MINUTES
JUNE 29, 2009
Town Moderator, Robert J. Long, called the fourth session of the 2009 Annual Town Meeting held on June 29, 2009 to order at 7:34 p.m. at the Town Hall Auditorium, 298 Central Street, Saugus, MA with 46 members, plus the moderator present.
The Moderator led the meeting in the salute to the Flag.

Joyce Rodenhiser from precinct one and Edward S. W. Boesel from precinct nine were appointed and sworn as tellers.
Moderator Robert Long asked tellers to distribute a new recap sheet and a letter to the Board of Selectmen from Gerard Perry of the Department of Revenue.
Mr. Long thanked the Town Manager, Board of Selectmen, School Committee, and Town Meeting members for attending the special Finance Committee meeting that was called for Thursday evening. Mr. Long then recognized and thanked Robert Palleschi, Chairman of the Finance Committee, for serving the Town of Saugus for over 30 years with integrity, and dedication, at which time Mr. Palleschi received a standing ovation.
Maureen Dever moves Article 2 from the table.

Unanimous voice vote to take Article 2 off the table at 7:45 p.m.
Article 2 as written:
Article 2. To see what sum of money the Town will vote to raise and appropriate for Town Charges for the Ensuing fiscal year 2010. (Town Manager)
Janet Leuci moves to amend Article 2 by increasing the School Department budget by $100,000 from $23,850,250 to $23,950,250 and increase the total 2010 budget to $59,991,827. Funds to come from available funds, tax levy and estimated receipts.
Seconded at 7:46 p.m.
Arthur Grabowski moves to amend the library department salary line item 0100.000.610.000000.5110 Library Director, transferring $13,000 to the school department budget.
Seconded at 7:47 p.m.
Mr. Grabowski explained his amendment, stating that he felt this line item could be deleted since it was a non essential item and he would like to see that money going into the school department’s budget.
Pamela Gill, Chairman, Library Board of Trustees, 18 Overlea Avenue, stated that if you take this $13,000 away, there will be no library because there will be no Director. It would be compared to taking away the Fire Chief in the Fire Department, or the Police Chief in the Police Department, etc. Mrs. Gill stated that this is not a stipend; it is part of the director’s salary. Mrs. Gill explained that the Library is holding together and wants to move forward, but without a director, they will be unable to qualify for re-certification. Mrs. Gill noted that the Library is a large asset to the town and urged members not to vote for this amendment.
Mr. Bill Brown, 90 School Street, explained that he is a member of the Library’s union and stated that taking the money from the Library is a big mistake and the $13,000 won’t help the school department much, but it would be a huge loss from the Library and asked members to vote the Finance Committee recommendation.
Mrs. Dever stated that although this amendment is well intentioned, pitting one department against another, especially one individual in that budget, will not benefit anyone and she does not support this amendment.
Vote on Mr. Grabowski’s amendment.
Yeas: 2 Nays: 44 at 8:00 p.m.
Grabowski amendment does NOT pass.
Ms. Dever and Moderator Long spoke prior to the vote on Mrs. Leuci’s amendment.
Vote came on Leuci Amendment to increase the School Department’s budget.
Yeas: 39 Nays: 4 at 8:06 p.m.
Leuci amendment passes.
Article 2 as voted:
Article 2. Voted to raise and appropriate the sum of $23,950,250 for School charges, and $36,041,577 for town charges, totaling $59,991,827 for the ensuing fiscal year 2010. Funding to be provided from the tax levy, available funds, and estimated receipts.
Yeas: 44: Nays 0 at 8:07 p.m.
