SPECIAL TOWN MEETING

MINUTES

NOVEMBER 17, 2008







Town Moderator Robert J. Long called the Special Town Meeting scheduled for November 17, 2008 to order at 7:32 pm on November 17, 2008 at the Town Hall Auditorium, 298 Central Street, Saugus, MA with 42 members, plus the moderator present. A quorum is met.




The Moderator led the meeting in the salute to the Flag. Mr. Long asked all members to remain standing for a moment of silence in honor of Vincent Cicolini, Harbormaster for the Town who recently passed away. Mr. Cicolini served the town for many years.

Janet M. Leuci from Precinct 4 will be making motions, as a courtesy this evening, as needed.




Edward S. W. Boesel from Precinct 9 and Joyce C. Rodenhiser from Precinct 1 were appointed and sworn as tellers.




Tellers passed out Finance Committee recommendations.




While tellers were distributing reports, Moderator Robert Long stated that he wanted to take up the articles on Special Town Meeting of November 17, 2008 first and then go back to the Special Town Meeting of October 27, 2008, and take Articles 12, 13, 29 from Finance Committee report for October 27, 2008.




Article 1. Reports of Committees.




Mr. Robert Palleschi, Chairman of the Finance Committee spoke about the financial situation. He would like to review the first six months of this fiscal year before recommending any financial articles. He was surprised that so many articles are being voted on even though the Finance Committee is not recommending them.




Mrs. Leuci moves, as a courtesy to the Finance Committee, Article 2.




Seconded at 7:45 pm.




Article as written:




Article 2. To see if the Town will vote to raise and appropriate from the tax levy, or transfer from other available funds, a sum of money ($100,000.00) for the purpose of funding the FY 09 Saugus Senior Center budget. (Michael Kelleher)




Selectmen, Michael Kelleher, spoke in favor of supporting this article. He asked that town meeting fund it, as the center is the lifeblood of the senior community. Without this funding, the center would not exist.




Richard Barry, 20 Henry Street, Chairman of the Council on Aging, asked to please fund this money otherwise the Senior Center will close the end of January or sometime in February of 2009.




Peter Bogdan, 23 Whitney Street, and Kemon Dukas, 112 Howard Street, also asked for the support of Town Meeting to fund this article.




Article as voted:




Article 2: Voted to raise and appropriate from the tax levy, or transfer from other available funds, a sum of money ($100,000.00) for the purpose of funding the FY 09 Saugus Senior Center budget.




Yeas: 38 Nays: 4 at 7:58 p.m.




Article 2 passes as recommended by the Finance Committee.




Mrs. Leuci moves as a courtesy to the Finance Committee , to vote to Indefinitely Postpone Article 3.

Seconded at 7:58.5 p.m.

Article 3. To see if the Town will vote to raise and appropriate the amount of $65,000.00 for the repair, replacement, and or installation of storm drains on Western Avenue and to determine whether this appropriation shall be raised by borrowing or to take any other action relative thereto. Unanimous voice vote at 7:58.5 p.m.




Article 3 is Indefinitely Postponed.
