June 15, 2009 – Minutes

RESIDENCE HALL UPDATE
  • Construction Update (provided by Leif Lamoray, Leftfield Inc. Project Manager):
  • 12-15% of construction is complete
  • Steel erection is on schedule and should be complete in a little over 2 weeks
  • Concrete placement will begin on June 22 (with the second floor) and will last for 6 weeks
  • Approximately 3 slab placements per week
  • Placements will begin at 7:30 a.m. and will finish between 5:00 and 7:00 p.m. depending on how quick the concrete sets.
  • Trucks will deliver at 10 to 15 minute intervals for the first four hours. The maximum placement (150 yards) will take about 15 trucks. Trucks will come in from the Loring Avenue entrance across from the Salem Diner and will be timed so that they are not lined up throughout campus and into traffic. Trucks will exit onto Loring Avenue from the access point behind the Enterprise Center and have been instructed to take right-turns only. The recommended truck route is Jefferson Avenue to Highland Avenue. A wheel wash station is located at the exit where cleaning takes place on site. A labor foreman then walks trucks through the parking lot to the exit behind the Enterprise Center.
  • Jack Hoar asked about the need for a police detail during the concrete placement. Leif Lamoray noted that they have not needed a detail thus far but will keep it under advisement. Steel delivery has been entering campus in 30-minute intervals with no issue.
  • Finishing is the noisiest portion of the process, and the equipment used produces a sound similar to a lawnmower.
  • Safety Lights
  • In accordance with industry standards and good construction practice, temporary lighting will be installed on each floor as soon as the floor steel is complete.
  • This minimum level (60 watt) lighting will be illuminated 24 hours per day to provide a safe and secure work and campus environment. The temporary lighting will be in place until the permanent lighting is installed and will be less visible~as the building is enclosed.
  • Marylou Gauthier asked if the lights could be shielded on the neighborhood side. Mr. Lamoray said he would look into it.
  • LEED Goals
  • A green roof is one of the viable options being explored for Leadership in Energy and Environmental Design (LEED) certification. A list was shared with the committee of other viable options being considered. The list serves as a menu from which the college and the Massachusetts State College Building Authority may choose based on the amount of money available for green initiatives (List of LEED options is attached).
  • Concerns
  • Mrs. Gauthier stated that there were truck noises coming from Central Campus at 5:30 a.m. on Saturday, June 13. The college also received a complaint earlier in the day from another neighbor regarding this noise. Mr. Lamoray assured the group that the trucks were not construction vehicles. Mr. Soll indicated that the college believes and is awaiting confirmation that its trash removal service violated their agreement by performing trash pick-up prior to 8:00 a.m. due to a new driver who was covering for the regular driver’s vacation.  The college will work with the trash removal service to resolve this issue.
SUMMER PROJECTS
  • Solar Photovoltaic (PV) Panels to be installed on the existing Central Campus Residence Hall
  • Installation of a solar (PV) array on the existing Central Campus Residence Hall is scheduled to begin the week of June 15. During this time, six inverters, which function in a similar fashion as electrical boxes, will be mounted on the residence hall roof on the interior, campus-side of the building.
  • Over the first and second week of July, the actual PV panels will be installed. The panels will be operational in late July/early August. The majority of the lifts and equipment used for installation will be on the inside faces of the existing residence hall away from the Salem bike path.
BALL FIELD
  • The last pieces of the landscaping plan were put in place. A row of trees for screening along the right-field side and the triangle-shaped area near the bike path have been planted and irrigation is in place for both.
  • Summer Schedule
  • AAU Baseball League (12 to 15 year olds) will be on the field on June 21, July 11 and July 18 at 11:00 a.m. to 5:00 p.m.
  • SSC Baseball camp will run from Monday, June 29 through Friday, July 3 from 8:00 a.m to 1:00 p.m.
  • Councillor O’Keefe raised concern with parking for these events. Ms. Bower will double-check with Tim Shea in Athletics to make sure that all teams were notified to park on campus.
  • Councillor O’Keefe raised further concern with EMT and fire truck access to the ball field. Ms. Bower assured him that all parties have been reminded of the on-campus, emergency access road to the ball field, and the ambulance service has been provided with maps.
MEIER DRIVE TRUCK TRAFFIC
  • Ms. Bower revisited the plan of a loading zone in front of the Mainstage Theatre on Lafayette Street that was presented at the May meeting. The college is waiting for the city to review the proposed plan which would address the concerns of neighbors regarding college deliveries.
  • Councillor O’Keefe will share the plan with Lieutenant Robert Preczewski.
  • City Council will have to act on the proposal before it can be implemented.  It is hoped this can happen in time for the opening of the school year in September.
  • No additional complaints regarding delivery have been filed since the last meeting.
NEW BUSINESS
  • Ms. Bower noted that Salem State participated in the Salem Chamber’s Living Green and Renewable Energy Fair on Saturday, June 13. The fliers shared at the fair included a handout containing campus green initiatives and a handout regarding the sustainable aquaculture initiatives being pursued at Cat Cove. These fliers were shared with the committee and are attached.
  • Mrs. Gauthier stated that lights have been on in the existing Central Campus residence hall 24 hours a day with the shades up since commencement. Ms. Bower said she would look into this and report back to the committee.
  • Ms. Bower reminded the committee that when neighbors have concerns to contact External Affairs during regular business hours or Public Safety immediately so that they may address the situation as it happens. The External Affairs office number is (978) 542-7757, and the Public Safety emergency line is (978) 542-6111.
MEETING SCHEDULE
The next meeting of the SSCNAC will take place on Monday, July 20 at 6:30 p.m. in the Enterprise Center Training Room B located on Central Campus at 121 Loring Avenue.
