The Park and Recreation Commission held a meeting on Tuesday July 20, 2010 at 8:00 P.M. at the Park, Recreation and Community Center located on Broad Street.

James Shea made a motion to approve the minutes from May 2010.  Chris Burke seconded.

Ellen Talkowsky – Heritage Week
Chris Burke made a motion to approve the Heritage Week as proposed by Ellen Talkowsky.  Bob Callahan seconded.

Frank DeFranco and Jeff Lubas from Salem Youth Football
They are requesting to have a snack stand, at Gallows Hill Park during their football games from September 1st through October to help their organization.  They would like to sell merchandise and food and beverages.  They will also place porter potties at the park for the games.  They also have storage equipment at the park locked up and it hasn’t been a problem before.  They have security during the games and also have EMT’s during h games.  They would like to put a temporary stand this year and if they were going to build a permanent stand they would come back and present that next year.  

The Commission said they can have their storage shed at Gallows Hill from August – October and have it taken out in November.  Doug Bollen will oversee where the shed will be placed.  

Chris Burke made a motion to approve the Gallows Hill youth Football concession Stand to sell refreshments, merchandise and food.  Bob Callahan seconded.

Mammadou and Donald Goldman –Culture fest
They are requesting a waiver of fees for the 2nd day of their event at Culture fest.  Mammadou said he would like to be active in this community and help the community.  He has been supporting the HAWK walk for free for 10 years now.  Chris Burke says he has a positive reputation around the city.  He knows he is very liked by the community.  
Bob Callahan asked Mammaduo what percentage the vendors give of their profits from their tables.  He said 10%.  He said there are a lot of unique vendors with very different things to sell.  The Commission asked what expenses he has. They said porter potties, P.R., police detail, flyers to make for promotions.  The Commission would like to see all this in detail recorded and accounted for.  Donald Goldman said they work with all volunteers.  

Chris Burke said the money we make at the Common goes back into the Common for repairs.  The Commission would like them to plan on paying the full amount next year for the two days rental.  

Chris Burke made a motion to waive the fees for the 2nd day of the Culture fest at the Common.  Bob Callahan seconded.

YMCA Annual Triathlon
Chris Burke made a motion to approve the YMCA triathlon at the Forest River Park.  Bob Callahan seconded.

Bob Callahan made a motion to approve the application for the Salem Common submitted by Natalie Femino for a Fundraiser September 18, 2010, from 12:00 p.m. to 4:00 p.m.  James Shea seconded.

Chris Burke made a motion to approve Beth Simpson, of the Cornerstone Books, book sale at Winter Island all proceeds will go into the Friends of Winter Island fund.  Bob Callahan seconded.

Financial Report
Golf Course has high revenue recorded   Bob Callahan said it is in tremendous shape, they are doing a great job with the amount of play going on.
Cart lease and the Concession stand is up this year.
The Commission would like to ask the City Solicitor if the park and recreation would give an annual based permit for the golf course concession.  

Witch House is close to the numbers from last year, with a couple months of construction.  

 Winter Island is up $22,000.00.  William started collecting fees early this season so we will see how it comes out over the summer.  

Boat Storage made around $10,000.00 that went through the Harbor masters office.  

Salem Willows meters.  The Commission is still waiting to see on the request to have the 25 cent increase on the meters at the Willows.  It hasn’t been passed yet.  Hopefully it will be voted and passed for next year.  Bathrooms have an attendant from 6 – 10:00 p.m. to sit at the bathrooms and lock up at 10:00 p.m each night except Mondays.

Capital Projects
60,000.00 For playground upgrades
50,000.00 for gang way, public float at the Willows
50,000.00 For the fence at the Common
·       The commission would like to sit and meet to see what direction to go with regarding the Common fence.
The Commission would like to know if there are any grants that would be able to match that 50,000.00 for the fence.
James Shea would like to see the fence over by the playground fixed.
The Commission would like to get a low cost for the consultant so they don’t take a big “chunk” out of the $50,000.00.   
        Doug will try to find out some information regarding the consultant.

Superintendent’s Report

Programs and Clinics – running great, big numbers

Day program – excellent

New Open Meeting law – some changes, more meat in the minutes, new training, laws, rules.

Pool – 1st heat wave in years.   2400 pool passes given out, highest numbers in years.  The pool is in good shape, resurfaced last year.

Fall recreation brochure – selling ads

Art Contest for the Willows – winner will be picked tonight.  $1,000.00 goes to the winner and they get to have their art on the boulders.

Netting is up at Palmer Cove – Chris Burke still wants to have a meeting to help with the long term baseball field plans. Still would like to meet with the Mayor, coaches, athletic director, ECT.  The Mayor needs to be involved with this project.  Doug Bollen said many fields have no fence around them. Why not take the fence down around the field, its falling apart.  The Palmer Cove field could be upgraded with additional funding.  It has been neglected for too long.

Park and Recreation Report

No dogs on beaches – leash law rule.
William Hanger of Winter Island said he would like no dogs on Waikiki beach at the Winter Island and had some problems with dogs.  
Bob Callahan made a motion to post no dogs allowed on Beach per Park and Recreation Commission from June 1, to September 1, on the following beaches:
·       Waikiki
·       Pioneer
·       Dead Horse
·       Collins Cove
·       Willows
·       Forest River

Bob Callahan made a motion to pursue amending the ordinance
Prohibit Dogs Sec. 8-35. Restraint required.
(c) Any person who violates this section shall be subject to a fine of $25.00 for a first offense and $50.00 for any subsequent offenses relating to the same dog.  Any dog that has been the subject of four or more violations of this section shall be deemed a nuisance within the provisions of M.G.L.A. c. 140, | 157, and shall be reported as such by the animal control officer to the chief of police for appropriate action under that law.  Notwithstanding, any violation whereby a dog is at large on a public beach, park, mall or market area shall be subject to a fine of $25.00 for a first offense and $50.00 for each additional offense relating to the same dog.

Little League is very interested in the using Mack Park house.  The Commission would like a representative from the Little League to come in next month to present their ideas.  

Willows benches – Eagle Scout project completed by Henry Clark, he did a great job.

Willows fence project – Spectra Energy donated $1,000.00 for the job

DiBiasi Park will be $15,000.00 for the playground

Willows Pier and Gazebo done and looks great, Willows sign total cost $2,800.00

Salem Common – First passage went through city council for approval of alcohol at the Salem Common.

McCabe Marina – July 26, 2010 10:00 a.m. ribbon cutting for opening.

OLD BUSINESS

Franklin Street Park – still closed.  They are hiring a LSP to work on the cleanup of the park.
Gonea Park is going to be checked for contamination.

The Commission voted on the Art presented and voted.

The next Park and Recreation Commission meeting will be held on Tuesday August 17, 2010 at the Park and Recreation Community Center located on Broad Street at 6:45 p.m.
