The Park and Recreation Commission held a meeting on Tuesday December 15, 2009 at 6:45 P.M. at the Park, Recreation and Community Center located on Broad Street.

No vote was made to approve the minutes of November.

Visitors
Matt Caruso – Jazz and Soul
He would like to have the Festival grow/expand, make it more nationally recognized.  He is interested in getting a beer sponsor for the next Festival which is August 21 & 22nd.  James Shea asked if he was looking into a sponsor like “Budweiser”.  He said on that idea yes.  He said the vendors he has are all crafty vendors no food vendors so they don’t interfere with the food vendors already in business at the Willows.  The Concert hours would be 11:30 – 7:00 p.m. a beer stand could be from 12:00 – 4:00 p.m.

The Commission said to put a more meaningful presentation together and come back.  Laura Swanson said the Willows may be harder to control, it is different than the Common.  
James Shea would like them to make a donation to the park, for park improvements.  Chris Burke said he looked up the laws about having alcohol on Park property and no ordinance was found.  Chris said this would be a first he’s heard of having alcohol on Park property.  
Laura Swanson says Winter Island may be a better venue for this type of Festival.  James Shea said watching a show at the Willows Shell with the ocean behind it is beautiful.  

Ginny Reardon gave Bob McCarthy the heads up that this idea may be coming to the board.  

Mack Park RFP
At this point we are not sure if Gordon College is interested in pursing an RFP. We have found out that only three unrelated people may reside in the house according to state regulations in the building code.
Chris Burke asked if people respond to the RFP or does Jason drum up the business for the RFP?  Does it cost the Park and Recreation any money to put the ad in the paper?  Doug Bollen said it cost Purchasing about $500.00 to place the ad.   

Chris Burke said put it out and get people talking about it.  He would also like to look at the buildings that they are in control of, Forest River building, Witch House, etc.  

Laura Swanson made a motion to put out an R.F.P. for Mack Park again and see what comes in.  James Shea seconded.

Bob McCarthy will be stepping away from the liaison of Park and Recreation Commission. He said he enjoyed his roll the last year and a half and thanked everyone for having him.  He said he will be at the awards in January, and said thank you again.  

Meters at the Willows discussion
The Commission would like to ask the police before June to have them go down and patrol and make sure patrons are paying the meters.  Let the people know that the money from the meters goes back into the park, put a positive spin on it.  
Chris Burke said we should look into  paving the area up on the hill and place some meters up there.   

Common RFP awarded to Dibble and Sons for $49,000.00 without rubber flooring.

A Request for a Bid for the cost of the rubberized flooring which may go for $25,000.00 - $30,000.00.
It will be two separate projects.
The Commission would like to adopt a policy for these types of projects.  
Laura Swanson said she would draft up a policy for a playground sub committee to be able to select the playgrounds and attend the executive sessions and be part of the interviews and evaluations.

Superintendent’s Report
Mary Jane Lee Park – look into the CBGB money for a “Splash Park” the kids would love it.
Wild Turkey run – raised  approximately $20,000.00
James Shea made a motion to commend Doug Bollen, Superintendent, for his initiation and hard work running this fundraiser.  
- Approximately $10,000.00 towards the Boys and Girls Club and $10,000.00 to the Recreation revolving fund.

Awards Night – January 27, 2009
Discussing the recipients listed for the awards night.  
Invite MaryAnn Curtin to receive her Commissioners plague.
Life Time Achievement Award- Pep Connaccio

Laura Swanson made a motion to go out for an RFP for the Men’s Bathroom at the Willows.  James Shea seconded.

Election for new chairperson and vice chairperson for 2010 will be next month.

Chris Burke would like to know why there is a No Trespassing sign at the Golf Course; he would like to walk the course with his dog.  Doug Bollen will talk to Dick Drew to see what he thinks.  James Shea mentioned the protection of the greens, we don’t want people walking over them and ruining them.  

NEW BUSINESS
Laura Swanson is stepping down as Commissioner and thanked everyone for a wonderful opportunity.  She feels the very well about her times serving.  James Shea said she gave a lot to the Board.  She said she would stay throughout the transition until the Mayor appoints someone.

The next Park and Recreation Commission meeting will be held on Tuesday January 19, 2009 at the Park and Recreation Community Center located on Broad Street.

There being no further business before the Park and Recreation Commission Laura Swanson made a motion to adjourn.  James Shea seconded.
