The Park and Recreation Commission held a meeting on Tuesday November 17, 2009 at 6:45 P.M. at the Park, Recreation and Community Center located on Broad Street.

Pat Curtin made a motion to approve the August minutes.  James Shea seconded.

Visitors
William Hanger, Manager of Winter Island passed out an update of Winter Island.  May – November totaled to $16,630.00.
He suggested keeping all fees the same except the seasonal pricing. He said that Kernwood Marina has the oldest ramp in the state.  Doug Bollen said they are getting a new ramp.
Pat Curtin and James Shea said they don’t like the suggested $5.00 fee for non-residents it’s like giving the park away.  
James Shea made a motion to charge the nonresidents parking weekdays $10.00.  Pat Curtin seconded.

Chris says $60.00 for parking non-resident sticker is too low.  
Chris Burke made a motion to charge the non-residents parking stickers $100.00 per year.  Pat Curtin seconded.

Mr. Hanger wants to improve the campsites they are in need of major improvements.  He said Winter Island has great amenities, beach, waterfront, but he can’t see going up on the prices unit some capital improvements are made.  He would like to see Internet access, sewerage pumpouts, etc.  He would also like automatic gates to solve large security problems that occur, and an online reservation system would help with over booking on sites.

James Shea made a motion to approve the rest of the rates presented by Mr. Hanger, excluding the votes already made.  Amy Everett seconded.

Mack Park
Put out an RFP and got no proposals on it.  Need to put another RFP and see what the public would like to see there.

Gordon College David Goss has been teaching history at Gordon for 25 years.
Institute of Public History is a new program and they would love to have Mack Park for their head quarters.  There would be six public history students to be in training for Museum work, to study and live there. Out of 900 students in that participating program in the past and only 2 have been asked to leave.   Every student has to sign a contract of behavioral standards.  
Paul Prevey- Ward 6 Councilor, he commends they College for the work done at Town Hall but is opposed to the students living there at Mack Park.  Any problems that occur will come down on Salem.

Rosemary O’Connor –Chairperson of the Neighborhood Association is not in favor of Gordon College using Mack Park.  She said Doug Bollen has done an unbelievable job on the park and playground. She also said Gordon College has done a great job down town.  Beverly McSwiggin asked who would live there?  Mr. Goss replied 6 students and a director of the group.  Mrs. McSwiggin said she made 30 neighborhood calls and asked their opinion and they were all not in favor of the College residing there.

James Shea said that if they can’t get past the Deed restriction it doesn’t matter.  The building needs work and it would be a triple net lease.  If we could collect rent maybe it could go to the Park.

There are a lot of restrictions for the public to access the building.  We don’t know who will get the RFP, but it has to be open to the Community Doug Bollen said.

Marsha Pelletier – Asked what the law is with unrelated people living in one house?  She is in favor that the building is in use but not by a College, its not a good fit.

To make this building a handicap accessible building it will cost an estimated $15,000.00.

Chris Burke said there were a lot of great questions, need to still draft up an RFP and there will be fine-tuning along the way.

James Shea made a motion to bring forward an RFP for Mack Park next month.  Pat Curtin seconded.

Recreation revenue and expense reports, Golf Course very good this year.  Witch House had a very good Month of October.  
Revolving Account for Winter Island passed.
6th year for the Wild Turkey Run Nov 26 – 780 REGISTERED runners thus far
Ice rink at the Salem Common – meeting with Mayor, she asked for pricing  on larger rinks100 X 200 may cost $10,000.00 – $12,000.00

Men’s bathroom RFP - Hearing

James Shea made a motion to put out an RFP for the Men’s Bathroom at the Willows.  Amy Everitt seconded.

Election for new chairperson and vice chairperson for 2010 will be next month.

DATE OF NEXT MEETING
The next Park and Recreation Commission meeting will be held on Tuesday December 15, 2009at the Park and Recreation Community Center located on Broad Street.
