The Park and Recreation Commission held a meeting on Tuesday May 19, 2009 at 6:45 P.M. at the Park, Recreation and Community Center located on Broad Street.

Pat Curtin made a motion to approve the April minutes.  Mary Ann Curtin seconded.

Mary Ann Curtin read a letter she wrote to the Commission regarding her term as Commissioner for the Park and Recreation Commission.  The letter was submitted.  

James Shea made a motion to give Bill Barber a senior golf pass a season early.  James said it would be 6 months early but he is a veteran and other personal reasons he would like this approved.   The vote was as follows:

The vote did not pass.

Alex Felizardo – proposed to put a cash machine (ATM) down the Salem Willows.  They had a discussion of where to put them, maybe in the bathrooms building.  Pat Curtin wanted to know what the surcharge would be.  Chris Burke would like to put this vote off until the May meeting.  There are a lot of questions that need to be answered.  Doug Bollen will see if they need to go out for an RFP, he will check with the City Planner.

Pat Curtin made a motion to take the ATM into consideration and have all their questions for the next meeting.  James Shea seconded.

David Smith – Sail Salem handed his report out.  Spaulding Rehab is sponsoring the Adaptive Program.
He said he would work out all parking details with Charlie Arnold.  He will need 7 parking stickers for the instructors.
Handicap will be using a hoiyer lift.

James Shea made a motion to approve the Sail Salem package.  Laura Swanson seconded. The vote was as follows:

Christine Geiger – Rebel Shakespeare –
Laura Swanson made a motion to approve the proposal with performance date to be coordinated with Charlie and Kerri.  Also an application needs to be on file with Doug Bollen with all details.  James Shea seconded.

John Honan – Golf League
16 guys to play every Sunday May 31 - August 16 with 5 alternates.  4 tee times. Chris Burke said leagues are good at non-prime hours.  Pat Curtin said he wants to see a policy, he thought that leagues are all in the morning on the weekends.  
James Shea made a motion to approve the golf league.  Sundays starting at 4:00 with 4 tee times in a row.

At the end of the season the Commission will evaluate the Golf Course.

Dan Shuman and David Greenway – Witches Cup bike race.
Laura Swanson wants to know what size the tent is.  20’ X 40’ tent holds 150-200 people.  The total area will be 30’ X 40’.  The police department is behind the event.
James Shea said it would be good for Salem.  There will be 23 police officers on duty.
Laura Swanson would like to know what % would go to the Common Fund.

James Shea made a motion to approve the Witches Cup as applied, with the hospitality tent, 50% of all walk up tickets sold will go to the Common Fund, and the vote is contingent on the Licensing Boards approval.

James Shea made a motion to approve the Kayak RFP.  Laura Swanson seconded.

The Commission would like the Kayak building painted green like the other building at the Willows.  

Pat Curtin made a motion to approve the RFP by Play Power @ $54,994.66 for the playground construction.  Laura Swanson seconded.

OLD BUSINESS
15 Peabody Street the DEP are there because they found aspestis.  They are trying to clean it out.
Policy for the Golf Course – Laura would like the Commissioners to think about giving Veterans a one-year advance senior pass for all their hardship.  She would like to discuss this at a later date.  


NEW BUSINESS
Laura Swanson discussed the Dog issue.  The Council would like the Commission to write a letter to the Police Department to increase fines, to keep dogs on their leashes.

DATE OF NEXT MEETING
The next Park and Recreation Commission meeting will be held on Tuesday June 16, 2009, at the Park and Recreation Community Center located on Broad Street.
