The Park and Recreation Commission held a meeting on Tuesday April 21, 2009 at 6:45 P.M. at the Park, Recreation and Community Center located on Broad Street.

Pat Curtin made a motion to approve the December minutes.  Laura Swanson seconded.

Jen Bell – Art Festival Would like to request the Common 10:00 a.m. – 5:00p.m. Showcase only no selling art or charging fees.  
Laura Swanson made a motion to approve the application for Salem Main Streets and waive the fees.  Pat Curtin seconded.

David Poland – Salem State College Athletic Training Project requests the use of Salem Common for May 3, 2009, for a cookout.
The Commission would like Doug Bollen to have the event at a different location, more suitable for this event.  They suggested Winter Island or Forest River.  

Witches Cup – regarding the VIP Tent.  
Councilor Sosnowski says it’s a family event, Alcohol and World-Class events should not go hand in hand.  
The Commission would like to know what the ordinance is regarding alcohol on public parks is.  
Michael Coleman for the Salem Common Association would not want the licensing Board to permit alcohol on the Common.  He is opposed to the VIP tent.
David Greenway – would like to know who has the authority over the Common.  Chris Burke would like to know when the Council is going to address the wheels on the Common Ordinance.  David Greenway said that every year the race takes more money.  He said they need this sponsor because they will not have the funds themselves.

James Shea said to look into the Tavern on the Green to work out something with them for the VIP station.  David said they have not been “in favor” of the race the past two years.  Mr. Sosnowski said he would love to help to get an off site location because he loves the racing event.  
The Commission would like to see what the Council says at the meeting.

Pioneer Village – Activities and projects that have been completed since the March report.   Expenses paid by Gordon College Sept – April 2009.  Pat Curtin thanked them for all they have done.

NEW BUSINESS

Dog issues are everywhere.  Dogs are off their leashes, maybe increase the fine to $500.00 this issue needs to be addressed.  The Council will discuss this on Thursday.  

SUPT. REPORT

Bill Barber – golfer disabled veteran.  He would like to get a senior pass before his birthday.  He needs to come before the board and present his case.

Justin Morley – ARC of Good Hope- Music
James Shea made a motion to approve the request to use the Salem Shell.  Pat Curtin seconded.

James Shea was presented with an award for serving on the Park and Recreation Commission as Chairperson for the 2008 year.  They thanked him for doing a great job.  

Finance Report
Doug would love to get a surveillance camera at the Willows.  The fence at the Willows needs to be replaced.
$30,000.00 quote for the Mack Park stairs
Nets for baseball field is needed
$25,000.00 for the Salem Willows roofs
Mayor’s Cup Tournament  - June 6th Saturday $100.00 per person
Pool issues - RFP
All bids will be in for the playground for Forest River

Pat Curtin made a motion to approve 10 passes for the Golf Team and a season pass for Tom Doyle the coach.  Laura Swanson seconded.

Salem Woods Project – Chris Burke reported that they were finished and were happy with the work.

Bridge Street Park – Mass Highway hearing will be on June 7 @ 7:00
Winter Island position – Charlie is staying on.

OLD BUSINESS

Willows – new bathrooms enforce the meters to make the money for all the improvements needed.
Willows – Rocks and signs for hill is coming.  The sooner the better to get them in place before the season starts.

The next Park and Recreation Commission meeting will be held on Tuesday May 19, 2009, at the Park and Recreation Community Center located on Broad Street.
