The Park and Recreation Commission held it’s meeting on Tuesday October 21, 2008 at 6:45 P.M. at the Park, Recreation and Community Center located on Broad Street.

MINUTES
MaryAnn Curtin made a motion to approve the minutes from the September 2008 meeting.  Chris Burke seconded.

VISITORS

Dave Smith – Sail Salem
Windows and doors were donated to put in the motor pool at Winter Island for their use.  They also painted.  The program was an overall success.  They requested to store the children’s boats in the office over the winter, and the whalers someplace on the island.  James Shea suggested putting them in the hanger.  They will have to pull them out to work on them.  Dave Smith said he has Marine Insurance for the boats.  They would also like to get 400 kids next year, add 4 more children’s boats and hire more instructors.  They are trying to develop the adult program and look at the parking fee to be put into there budget for next year.   Adults pay a fee and the children go “free” (for a token price.)  They will get back to the Commission with a number for parking fee they would like to propose.  
Hawthorne Cove helped them out greatly in a lot of needed ways.  James Shea said congratulations on a great year.  

Ellen Talkowsky – City of Salem Requests use of Franklin Park for October 31, 2008.  Charlie Arnold was present and said that it was great, the police presents was great to have there.  
Pat Curtin made a motion to approve Ellen’s proposal to use Franklin Park for October 31, 2008, for a fireworks display and light show.  (Sound and lights 10:30 p.m. – 10:45 p.m.), with all of the show being over by 11:00 p.m.  Chris Burke seconded.

Chris Burke made a motion to approve Ellen Talkowsky’s request to use the Hawthorne Boulevard.  Pat Curtin seconded.

Ellen showed the Commission the plans for the Salem Common for Halloween set up.

Charlie Sinclair – Moose Lodge – MA/ RI Moose Association Golf Tournament
Pat Curtin made a motion to approve the tournament on Monday July 27, 2009 at Olde Salem Greens with greens fees waived.  Chris Burke seconded under discussion.  Chris asked about a donation fee.  They will give a donation fee of five dollars per golfer to Olde Salem Greens.

Ray Mount  - Salem Willows regarding the baseball field being proposed.  He wants to talk about how the people feel that live around the park.  James Shea said he could come to the next meeting.  There will be a public meeting regarding that subject at 6:00 p.m. on Tuesday November 18, 2008.

David Goss and Cliff Hersey – Pioneer Village
Update – They just finished repairs to two thresholds in the 1st building. The second cottage needs repairing of the chimney.  They have sold out every show in October.  They are open 5 hours everyday.  
Capital Improvements – new fence and the dugouts.  The first dugout was done.  The second dugout needs to be done.  The fence was not completed.  He said he would finish the fence and complete the dugout project.  John Goff did not have enough board to finish the fence.  James Shea asked that at the end of the season he would like a written report of what Capital Improvements have been completed.

Need to replace a sign for Pioneer Village at the corner of Lafayette Street and Loring Ave.
Film Company coming on Wednesday (Founding of Plymouth) a company from Germany.   Pat Curtin commended them for doing a great job.

Financial Report
Charlie Arnold – Winter Island
Start prices in May.
MaryAnn Curtin made a motion to approve the prices proposed for the campsite increases at Winter Island and a one-year non-resident parking sticker, 1 vehicle-1year for $150.00.  Chris Burke seconded.

Steve Palmer – Salem Youth Soccer
A request to turn the tennis courts at McGrath Park into a parking area.
Doug Bollen said he would look at it and see what is the best plan.  Also check with the Councilor.  
Park and Recreation Revenue and Expense Reports

Capital – still moving ahead with the bathrooms at the Willows and looking into getting the pool at Forest River resurfaced.
Looking toward the spring for the DiBiasi playground.

Little League Willows update: Dennis Gray is writing pa a new plan for $500.000.00.  Pat Curtin would like to see what easements are going across that park for the next meeting.

Doug Bollen is working on his Annual Report.

McCabe Marina Closed.  Willows Closed.

Park and Facility Report
Boat Storage still at about 15/16 boats at Winter Island.
CBGB projects – finish the fence at Palmer Cove and resurfacing the basketball courts at
Palmer Cove and Memorial parks.  Swing sets have been ordered.
MRPA Conference from October 26 – 28.
The Common Fund – they patched the problem areas with the sandstone on the walkways.
Golf Position – still working on this, how to fund it?  Do we make it seasonal?  Should it be a year round position?  Need a golf pro that can service the Salem people.  Golf Pro/ Manager job proposal at the November meeting.  
Dog Park – irrigation system going in - $2,500.00

The next Park and Recreation Commission meeting will be held on Tuesday November 18, 2008 at the Park and Recreation Community Center located on Broad Street.
