The Park and Recreation Commission held it’s meeting on Tuesday August 19, 2008 at 6:45 P.M. at the Park, Recreation and Community Center located on Broad Street.

MINUTES
Laura Swanson made a motion to approve the minutes from the July 2008 meeting.  Pat Curtin seconded.

VISITORS
Little League – Peter Porcell and Jeff Lajoie
New Baseball field proposed for Willows.  Presented a diagram of new field.
The Commission said they would need a public hearing and to notify the soccer little league, neighbors, etc.  
MaryAnn Curtin made a motion to give initial approval for the ball field and to have a public hearing regarding the plans.  There will be a public hearing at 6:00 p.m. on September 23, 2008 with the monthly meeting starting at 6:45 p.m.  Laura Swanson seconded.

DiBiasi Playground to be named O’Leary playground.  Doug Bollen and Jerry Ryan will work together to have a bank set up for donations to be made.  

Holly Grose – Friends of the Forest River Park
Still need to get a 501C3.  Capital Improvement money needs to be used by June 30.  The Park and Recreation Commission will have to take the reins of control regarding the equipment but will ask the Association for their advice.  The Commission would like to know who is putting the equipment together, volunteers or contractors?  

Laura Swanson said she would form a sub committee for the Forest River project.  James Shea said to call the President’s Office at Salem State for a donation.  Need to look at different designs and forms of the foam flooring and also handicap accessible equipment.
A neighborhood group will be a huge financial benefit.

The Commission would like to set up a meeting regarding the Willows problem regarding the hill some time in November.
Laura Swanson would like to see more visible meter maids at the Willows.
The Willows bathroom project is moving along, with a completion date set for September.

Sailing program doing great.
Dave Cody asked to store a utility trailer in the Hanger at Winter Island (7 feet by 20 feet long) James Shea said it is structurally unsound.  The Commission can not give permission for that.  The Commission would like to have Dave Cody ask the building inspector what he thinks.  

Cancer Walk – NSMC
Laura Swanson made a motion to approve the June 21, 2009 Cancer Walk that proceeds through the Common.  Pat Curtin seconded.

Willows Sun house $20 - $22 thousand dollars to fix the roofs.  Pat Curtin suggested putting some benches around the sun houses.

Pool Closing – Doug Bollen is getting a bid for resurfacing.  Locker rooms were redone.  

Superintendent’s Report

Summer Recreation programs were record numbers
Rebel Shakespeare – showing free performances in the parks
Brochure ads almost done
4th Annual Derby Street mile run
Park stickers 3,008 – pooch passes 326 – Pool passes 1746

MaryAnn Curtin made a motion to approve a sign to be put up, after Doug Bollen's approval, for Carlos Aramal Cleanup ad to be placed at Kernwood Marina.  He is willing to clean up the area for exchange of an advertising sign.  Laura Swanson seconded.

Old Business
Park and Recreation appreciation night will be January 28, 2009 at 7:00 p.m.  Names and ideas are welcome.

Common – There are 3 benches that are really bad by the Tot Lot.  September 27th there will be a rededication.
The track at the Common needs to be filled in because the edges are sticking up and are sharp.  The Gazebo needs some work also there are large nuts sticking out of the grass area.  
House on Gallows Hill – needs something done with it.

New Business
Parent’s United got approval by Historical Commission for Tot Lot at the Common.  Laura Swanson would like the handicap swing done immediately!

The next Park and Recreation Commission meeting will be held on Tuesday September 23, 2008 at the Park and Recreation Community Center located on Broad Street.
