The Park and Recreation Commission held it’s meeting on Tuesday March 18, 2008 at 6:45 P.M. at the Park, Recreation and Community Center located on Broad Street.

MINUTES
Dr. Pat Curtin made a motion to approve the minutes from the February 25, 2008 meeting.  Laura Swanson seconded.

VISITORS
Leslie Tuttle – Community Gardens
Proposal for more space for gardens at Palmer Cove.  It would be great for the point neighborhood and elderly to use.  The proposal is similar to the Mack Park idea but it would be 95 spots @ 10’X10’ or 68 spots @ 10’X15’.  They are looking into a space at Collins Cove for next year.  
Pat Curtin made a motion to approve the Palmer Cove proposal for a Garden.  Mary Ann Curtin seconded.  
Bob McCarthy was present and thought it was a great idea also.

Sarah Wheeler – Gaddipati – Tot Lot, Common Ass.
$85,000.00 for the cost of a new tot lot, which is for 2 structures – 2 swing sets for toddler through 12 year olds.  There were questions regarding handicap swings to be installed, and also what kind of surfacing will be used.  They said the same footprint would be used as before.  Handicap accessibility should be a high priority.  The Commission would like them to work together with the Common Association on this project.  She had questions for the Historical Commission also regarding the benches and tables.  The Commission said they need some plans and the equipment for everyone to look over.  Surfacing is the key; they need funding for the surfacing.  The Commission would like them to come back with more detailed image plans and budget information written out.

Dave Smith, Sail Salem – Kerri Cahill, Rebel Shakespeare – Charlie Arnold, Winter Island
Charlie Arnold mentioned that maybe Rebel Shakespeare could go to the Camp Naumkeag.  Doug Bollen said the day camp might go back down there next year.  He explained that the show dates were on the weekends and there was a conflict with the people who rent the pavilion for $500.00 were asked to be quiet for the play to be heard.  Charlie was concerned about were everyone will go on a rain day.  He also would like Sail Salem to buy a trailer to use.  
Bob McCarthy asked about the Hanger and the building inspector says no humans are to be in the Hanger.
Dr. Curtin asked about a nice tent if needed to put up.  A trailer would be too expensive.  

Sail Salem – David Smith said his concerns are storage for his equipment and rainy day issues.  He has asked the Military Sea command for a storage container that will store life jackets, and his boat equipment.  The boats are bought.  A float has been donated and it will be at Cat Cove, with 2 chase boats.

Laura Swanson said these are both great programs and she thinks Charlie Arnold can manage to keep both programs in tune.  Kerri’s only concern is the dates that got changed to weeknights.  Parents are unhappy that they are not on a weekend.  Kerri is going to talk to the parents to see what they can do about raising money to rent the pavilion for those days.  

Pat Curtin made a motion to table the issue of the dates for the performances of the Rebel Shakespeare.  Mary Ann Curtin seconded.

Laura Swanson made a motion to approve the Sail Salem program for the summer of 2008 on Winter Island.  Chris Burke seconded.

Salem Preservation Inc.  Monthly report on Pioneer Village to the Park and Recreation Commission.  – Hand out by John Goff, SPI President.
Superintendent’s Report – Doug Bollen

Paul Prevey, Councilor of Ward 6 sent a letter to Doug Bollen regarding the baseball field at Furlong Park.  Doug Bollen has already said that as soon as weather permits their will be signs placed at Furlong Park.  

Old Business
Beth Rennard sent a letter to the Commission regarding the Boat Storage idea at Winter Island.

New Business
Laura Swanson would like to have a special account made for Winter Island.  With all the activities going on a Winter Island she would like to consider asking the City Council for a separate account.  

DATE OF NEXT MEETING

The next Park and Recreation Commission meeting will be held on Tuesday April 15, 2008 at the Park and Recreation Community Center located on Broad Street.
