The Park and Recreation Commission held it’s meeting on Tuesday November 20, 2007 at 6:45 P.M. at the Park, Recreation and Community Center located on Broad Street.

MINUTES
MaryAnn Curtin made a motion to approve the minutes from the October 16, 2007 meeting.  Chris Burke seconded.

VISITORS
Meg  Twohey - Witch Award
The Salem Award Foundation for Human Rights and Social Justice.  Would like to put a .25 cent surcharge on each ticket sold at the Witch House, these funds would go toward the Salem Award.  A handout was given.  Beth Rennard is the treasurer of this Committee.  They raised $10,000.00 and spent $20,000.00  they said that would not happen again.  All contributions have been made from people and institutions; no city funds as of now have been made as far as she knows.  This award is given in the Spring at the Peabody Essex Museum.  This award is a reminder that something bad happened in 1692 and changes were made.   The Commission would like to look over this proposal and send a letter to the finance director Rich Viscay to ask how he would handle the mechanics of the .25-cent surcharge idea.  The Commission would like to submit a letter to Rich Viscay.

Leslie Tuttle and Lisa Spence - Mack Park
They are interested in obtaining the RFP for Mack Park and are currently applying to become a non-profit.  It needs to be handicap accessible. They would like to see the RFP go out again to the public.

Doug Bollen said we have to go out for another RFP because the last one is expiring.  Chris Burke said whoever signs the lease is the responsible person for anything that is damaged.  Dr. Curtin said the RFP is for the building at Mack Park not for the 32 acres of land.  He said they need to know it is not for use of restrictive space. It is still public and an open space.  The RFP is for the building not the land.  Doug Bollen will find out when the RFP is expired and get the new one out right away.  

Ruth Wall - Her proposal didn't fit the RFP so she is not sure where to go with her horses.  She feels she is back to square one.  She will wait and see how Leslie Tuttle and Lisa Spence's RFP work out.  

Park and Recreation Award Ideas
A rough draft of Volunteers, Partnership/Organizations Businesses, and Innovative Programs was handed out to get an idea for the Award Ceremony.  They decided that December 4th would be rushing it.  They would like the SATV and the news cover the story.  Need to choose people/organizations that go over and beyond.  The Commission will look over these idea carefully and make the decisions at the December meeting and then hold the awards night in January.  

Finance Report
Golf Course - fee's discussed.
Dick Drew recommended an increase of $25.00 to all the passes.
The daily rates will all remain the same as 2007.
Mary Ann Curtin made a motion to increase all the season golf passes $25.00.  Chris Burke seconded.

Chris Burke made a motion to request a donation of $25.00 per tee time per league.  no seconded.

Fees - Winter Island - Witch House - Camp Naumkeag will all be addressed next meeting.
Closed McCabe Marina
Skateboard Park - graffiti problems glass broken everywhere, may need to close down.  Need to address the problem and let the kids know that it may be in trouble.  

Golf Concession Lease - go out with a three year lease- one year lease and 2 option years for a total of three years.  
MaryAnn Curtin made a motion to have an RFP go out for the Golf Concession at the Golf Course with a one year lease with a two one year option lease.  Chris Burke seconded.

Doug Bollen had the plans for the Bathrooms down the Willows.
Chris Burke made a motion to write a letter to the Mayor expressing that there is need for greater enforcement down the Willows regarding the meters.  The Commission and the City will benefit with better enforcement.  Please send a meter reader to enforce the meters to help raise funds for the City.  MaryAnn Curtin seconded.

DATE OF NEXT MEETING

The next Park and Recreation Commission meeting will be held on Wednesday, December 12, 2007 at the Park and Recreation Community Center located at 5 Broad Street.
