The Park and Recreation Commission held it’s meeting on Tuesday December 18, 2007 at 6:45 P.M. at the Park, Recreation and Community Center located on Broad Street.

MINUTES
MaryAnn Curtin made a motion to approve the minutes from the November 20, 2007 meeting.  Chris Burke seconded.

VISITORS
David Smith – Sail Salem
A lot of contributions are coming in and a lot more are expected.  Dionne Yatch Club donated 3 boats.  1 –15’ inflatable 100 – 120 pound kid boat, and a chase boat.  They would like to buy dingy boats at the boat show.  100 – 400 kids to sail for free next summer.  They would like to Commission to help them with the next phase.  There are a lot of issues to be addressed.  They need storage space, classroom space, parking issues, and ramp usage.  They will need to roll the boats down the ramp.  James Shea said in his opinion that there will be no fee for that.
MaryAnn Curtin would like more in writing, she said we couldn’t vote on anything tonight.  David Smith would like to discuss these idea more over the month to come.  He said he would be available.  James Shea said that Salem State College had a similar program and it was great.  He said the parking issues would be resolved.  He is all for this program.
Big boats will be moored and little boats will be launched.   
10 –12 kids times 9 weeks.  Different kids for each week.  They will be dropped off and picked up or stay and pay the fee.
Laura Swanson would like to see a realistic approach to this program.  She would like to know the issues of the ramp.  She would like to have a walk through and see where it starts and ends up.  Laura Swanson is supportive of this program so far.  David Smith would like to do a walk through with who ever would like one.
Charlie Arnold – Winter Island will be available for a walk through Saturday morning at 9:00 am.  

Rebel Shakespeare – at Winter Island 30 kids a day for shows all they need is a location.  This program and the sailing program may be too much.  They only need an open space.  Kerri Cahill needs to come in for her permit and it will be discussed.

Fees
The Commission decided to table the non-resident parking sticker issue until 2009.

James Shea made a motion to approve the proposed increased rates for Winter Island.  Chris Burke seconded.

Common – A3D and Latino Festival – need to see what is approved for the Common.  Does this permit need to be addressed by the City Council or not.  The ordinance is mainly “vehicular” vehicles on the Common.  What direction should we go in?  Maybe put a traffic path in to be used?  Laura Swanson said we need clarification of staging and set up.  Need clarification regarding the ordinance for the Common.  

Letter from the Mayor – Witch House and Golf Course receipts request approval of the appropriation from P and P receipts for the Fiscal year 2008.  

James Shea made a motion to approve the following appropriations from the Park and Recreation Receipts for Appropriation Account for the Fiscal Year 2008 Tax Rate setting process:

Witch House     $168,281
Golf Course     $509,396

Superintendent Report – Doug Bollen
50’ by 100’ ice rink installed the rink December 18th.    It cost $3600.00.  40 – 50 people can skate at a time.  

James Shea made a motion to approve the list for awards night.  They will all receive a plague.  Chris Burke seconded.

The Mayor will be available for the Appreciation Night, a small reception with coffee and deserts.

Send a list to the news after the people have been notified of awards night.  
Wild Turkey race – final report.
Spring / Summer brochure, advertisements would be great and also include a list of Appreciation award winners.

Parks and Facility Report
Golf Course consulting quotes.  James Shea said unless they can make us a lot of money at the course its not worth the leap of changes.  
James Shea made a motion to approve Essex Company – Marc O’Neil.  Chris Burke seconded.

Peabody Street Park proposal
Laura Swanson made a motion to approve and sign the Peabody Street Park Plan.  Chris Burke seconded.

Golf Concession going out for an RFP on Friday.  

MaryAnn Curtin made a motion to go out again for a 2-year lease for the Water Taxi.  Laura Swanson seconded.

Ideas about having an event at the Witch House to benefit the Salem Award were discussed by Mary Ann Curtin.

Laura Swanson made a motion to nominate James Shea to Chairperson for the 2008 year.  Chris Burke seconded.

DATE OF NEXT MEETING

The next Park and Recreation Commission meeting will be held on Tuesday January 15, 2007 at the Park and Recreation Community Center located on Broad Street.
